 Subject:  Rule of law infringement in Britain

On 28 August, the British prime minister announced the suspension of parliament from 11 September until 14 October 2019. This prevents the parliament from taking action in relation to Brexit.

The British Government has continuously ignored the provision of the Good Friday Agreement (GFA) that obliges it to act with rigorous impartiality. Despite the people in the north of Ireland voting against Brexit, they face the real possibility of a no-deal Brexit and the threat that poses to the GFA. The suspension of Westminster prevents democracy in pursuit of the power to crash out of the EU. This further calls into question Britain’s commitment to peace and prosperity in the north of Ireland, which the GFA aims to protect.

Does the Commission view the suspension of parliament as an act that will weaken democratic oversight at a time when the British Government is undermining the GFA?

Does the suspension of parliament represent a clear risk of a serious breach of the fundamental values referred to in Article 2 of the Treaty on European Union (TEU)?

Will the Commission consider taking infringement action by invoking Article 7 TEU in view of the clear risk of a serious breach of the values referred to in Article 2?
