Question for written answer P-003331-19
to the Commission
Rule 138
Carlo Fidanza (ECR)

Subject:  Information concernng the Key concepts document on the period of reproduction and prenuptial migration of huntable bird species
 Answer in writing

After in-depth assessment of the Nature Directives, the Commission presented its Action Plan for nature, people and the economy on 6 June 2017. The plan focuses on four priority areas and includes 15 actions to be implemented by the end of 2019.

As part of Priority Area A, the Commission was to update the Key concepts document on the period of reproduction and prenuptial migration of huntable bird species in the EU.

The Commission has pointed out to Member States and stakeholders on several occasions the importance of having the best available scientific information, ensuring consistency of data between Member States and establishing a transparent process which involves stakeholders in the collection of data at a national level. The Member States were asked to keep the Commission informed on the last of these points.

1. Will the Key concepts document be finalised by end 2019? If not, why not?

2. What steps would the Commission take if a Member State were to repeatedly fail to properly consult stakeholders or to properly assess the best available peer-reviewed data at national level?

3. What action would it take if a Member State were to submit migration data that was significantly at odds with the migration data forwarded by the majority of its neighbours?
