 Subject:  Transposition of Directive 91/676/EEC in the EU

Directive 91/676/EEC of 12 December 1991 lays down measures to limit the pollution of waters by nitrates from agricultural sources. To transpose the directive into national law, Member States have designed, notified and applied specific action and implementation programmes on the territory of the Member States.

1. Can the Commission provide the most recent version of all the Member States’ action programmes and the most recent report on the transposition of Directive 91/676/EEC and in particular of Article 6 thereof?

2. Does the Commission intend to submit the directive to a REFIT process and introduce an updated version after some 27 years? How will the Commission ensure compliance with Directive 91/271/EEC in the Member States? In other words, what measures does it consider to be appropriate in order to attain the goals of Directive 91/676/EEC?

3. What shortcomings has the Commission identified in the transposition of the directive? What impact does the Commission consider the transposition of Directive 91/271/EEC concerning urban waste-water treatment to have had on the status of water bodies (surface water and groundwater bodies)?
