Question for written answer P-003437-19
to the Commission
Rule 138
Margrete Auken (Verts/ALE) , Rasmus Andresen (Verts/ALE)

Subject:  Wild boar fence along the Danish-German border

In the past the Commission has agreed that a fence is not an effective safeguard against the spread of swine fever in Europe.

Fences that extend over long stretches curb the free movement of animals and their natural behaviour; as such they are at variance with the very objective of Natura 2000, which is to establish an ecological network in Europe.

Considerable damage has recently been documented to crops in Germany by game animals unable to cross the border in order to forage. In addition, deer have been shown to have been severely injured when attempting to cross the fence and have been exposed to prolonged suffering in the process.

Is the Commission aware of the damage caused to crops and animal welfare problems in connection with the wild boar fence?

Has the Commission been in contact with the Danish Government with a view to discussing changes to the fence or abandoning the project altogether?

Can the Commission say whether the European Court of Justice has carried out an appraisal of the lawfulness of infrastructure projects that have a cross-border impact on business interests, the mobility of fauna or animal welfare in neighbouring countries?

Can any such legal appraisals or judgments be used to assess the lawfulness of the Danish wild boar fence on the border between Germany and Denmark?
