 Subject: Implementation of the Directive on copyright and related rights in the digital single market

Under Article 29 of the new Directive on copyright and related rights in the digital single market, Member States must bring into force the laws, regulations and administrative provisions necessary to comply with that directive by 7 June 2021. A number of states are planning to put those provisions in place this year, however, and others have already done so. Some unhelpful interpretative differences are arising in the implementation of the directive – as in the case of France’s section on users’ possible copyright exceptions, for example.

Is the Commission planning to draw up acts resolving the interpretative issues that are already emerging and give the Member States guidance on the proper implementation of the directive? If so, can it give details?
