Priority question for written answer

Rule 138
Liudas Mažylis
Subject: Implementation of recommendations for the construction of the Astravets nuclear power plant

On 4 July 2018, the European Nuclear Safety Regulators Group (ENSREG) published a report on its website on the risk and resilience assessment tests (stress tests) carried out at the Astravets nuclear power plant under construction in Belarus. It contains a number of important recommendations for the strict enforcement of safety standards at the power plant. As the first unit of the Astravets nuclear power plant will reportedly be commissioned as early as in 2020, it is not clear whether all ENSREG recommendations on the Astravets Nuclear Power Plant will be implemented in time and whether adequate preparations have been made for the potential negative environmental impact in the event of an accident.

How is the Commission (or other EU institutions) monitoring the implementation of the recommendations made in the ENSREG report in respect of earthquakes, floods and other extreme weather events, power outages and sudden heat drops, and what steps would the Commission take if these recommendations were not implemented or only partially implemented before the commissioning of the first unit of the Astravets nuclear power plant?

Are the EU institutions currently being regularly and sufficiently informed about the progress of the Astravets nuclear power plant, the current situation and the challenges ahead? What is the nature, content and extent of this information?

Does the Commission have a realistic plan of action including measures to be taken in response to a possible accident at the Astravets nuclear power plant involving real adverse environmental impact?
