The Commission has launched a public consultation on the draft guidelines on indirect compensation under the EU ETS Directive. In the Annex to the draft guidelines, the Commission sets out the methodology for sector assessment and refers to the datasheets drawn up for the sectors which give details of the performance of each sector as compared with the methodology. However, the Commission has not published the sector datasheets.

I think it is very difficult to provide useful information for a consultation in which sector analyses are not accessible. I would therefore like to ask the following:

Why does the Commission not permit interested parties to access the sector datasheets in the course of the consultation?
