1. Resumption of the session

The sitting opened at 17.10.


2. Statement by the President

The President made a statement about the attack that had taken place the previous week in a synagogue in Jerusalem. The President condemned it as an attack on peace and he expressed Parliament’s solidarity with the families of the victims.


3. Approval of the minutes of the previous sittings

Ernest Urtasun had been present at the sittings of 12 and 13 November 2014, but his name was not on the attendance register.

Jakob von Weizsäcker and Jérôme Lavrilleux had been present at the sitting of 13 November 2014 but their names were not on the attendance register.

The minutes of the sittings of 12 and 13 November 2014 were approved.


4. Request for urgent procedure (Rule 154)

Council request for the application of urgent procedure for:

- Proposal for a Council Regulation amending Regulation (EC, Euratom) No 1150/2000 implementing Decision 2007/436/EC, Euratom on the system of the European Communities' own resources

Parliament would take a decision on the request for urgent procedure at the beginning of the following day's sitting (see minutes of 25.11.2014, item 2).


5. Delegated acts (Rule 105(6))

In accordance with Rule 105(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised with regard to:

- a recommendation by the ECON Committee to raise no objections to the Commission delegated regulation of 8 October 2014 on the provisional system of instalments on contributions to cover the administrative expenditures of the Single Resolution Board during the provisional period (2014/2882(DEA)) (B8-0246/2014)

If no objections to this recommendation were raised by a political group or at least 40 Members within 24 hours, it would be deemed to have been approved. If a political group or at least 40 Members raised objections, it would be put to the vote.

The recommendation is available on Europarl.


6. Request for the waiver of parliamentary immunity

The Romanian authorities had addressed a request to the President for waiver of the parliamentary immunity of Dan Nica in connection with a criminal investigation by the National Anti-Corruption Directorate in Romania.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


7. Composition of committees

The President had received the following request for an appointment from the non-attached Members' secretariat:

The appointment would be deemed ratified if no objections were raised before the approval of these Minutes.


8. Composition of political groups

Renate Weber was no longer a member of the PPE Group and had joined the ALDE Group as of 17 November 2014.


9. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

The President announced that on Wednesday 26 November 2014, together with the President of the Council, he would sign the following acts adopted under the ordinary legislative procedure:

- Directive of the European Parliament and of the Council on certain rules governing actions for damages under national law for infringements of the competition law provisions of the Member States and of the European Union (00080/2014/LEX - C8-0261/2014 - 2013/0185(COD))
