2. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

3. Verification of credentials

On a proposal from the JURI Committee, Parliament validated the mandates of John Procter, with effect from 17 November 2016 and of Jordi Solé, with effect from 3 January 2017.


4. Composition of committees and delegations

At the request of the PPE, ALDE, GUE/NGL, Verts/ALE and ENF Groups, Parliament ratified the following appointments:

5. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced that the following committee had decided to enter into interinstitutional negotiations under Rule 69c(1):

- the ECON Committee (committee responsible), on the basis of the report on the proposal for a regulation of the European Parliament and of the Council on establishing a Union programme to support specific activities enhancing the involvement of consumers and other financial services end-users in Union policymaking in the field of financial services for the period 2017-2020, 2017-2020 (COM(2016)0388 – C8-0220/2016 – 2016/0182(COD)). Rapporteur: Philippe Lamberts (A8-0008/2017).

Under Rule 69c(2), requests that the decision to enter into interinstitutional negotiations be put to the vote had to be forwarded by the end of the following day, 2 February 2017.

If no request for a vote in Parliament on the decision to enter into negotiations was made, negotiations could start at any time after that deadline.


6. Transfers of appropriations

In accordance with Articles 27 and 179 of the Financial Regulation, the Committee on Budgets had decided to approve transfer of appropriations by the Commission DEC 40/2016 Section III - Commission.

In accordance with Article 25 of the Financial Regulation, the Committee on Budgets had decided not to raise any objection to transfer of appropriations V/AB-01/C/17 by the European Court of Auditors.


7. Action taken on Parliament's resolutions

The Commission communications on the action taken on the positions and resolutions adopted by Parliament during the July 2016, October I and October II 2016 part-sessions were available on the Europarl site.


8. Delegated acts (Rule 105(6))

The following draft delegated acts had been forwarded to Parliament:

Wednesday

With the agreement of the political groups, the President proposed the following changes:

- to add as the first item on the agenda a statement by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on travel restrictions following US President executive orders;

- to add as the third item on the agenda a statement by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on managing migration along the Central Mediterranean route;

- to postpone the debate on biological low-risk pesticides to the February II part-session.

The House agreed to the proposals and the sitting was therefore extended until 24:00.

The ENF Group requested that a statement by the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on the secret activities of the EU Intelligence and Situation Centre (INTCEN), the EEAS analysis centre, be added as the second item on the agenda.

Thursday

The PPE and ALDE Groups requested that a Commission statement on democracy and justice in Romania be added as the first item on the agenda.
