5. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced the decisions of several committees to enter into interinstitutional negotiations in accordance with the first paragraph of Rule 69(c):

- LIBE Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) 2016/399 as regards the use of the Entry/Exit System (COM(2016)0196 – C8-0134/2016 – 2016/0105(COD)). Rapporteur: Agustín Díaz de Mera García Consuegra (A8-0059/2017)

- LIBE Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council establishing an Entry/Exit System (EES) to register entry and exit data and refusal of entry data of third country nationals crossing the external borders of the Member States of the European Union and determining the conditions for access to the EES for law enforcement purposes and amending Regulation (EC) No 767/2008 and Regulation (EU) No 1077/2011 (COM(2016)0194 – C8-0135/2016 – 2016/0106(COD)). Rapporteur: Agustín Díaz de Mera García Consuegra (A8-0057/2017)

- CULT Committee, based on the report on the proposal for a decision of the European Parliament and of the Council amending Decision No 445/2014/EU establishing a Union action for the European Capitals of Culture for the years 2020 to 2033 (COM(2016)0400 – C8-0223/2016 – 2016/0186(COD)). Rapporteur: Santiago Fisas Ayxelà (A8-0061/2017)

- EMPL Committee, based on the report on the proposal for a directive of the European Parliament and of the Council amending Directive 2004/37/EC on the protection of workers from the risks related to exposure to carcinogens or mutagens at work (COM(2016)0248 – C8-0181/2016 – 2016/0130(COD)). Rapporteur: Marita Ulvskog (A8-0064/2017)

- ECON Committee, LIBE Committee, based on the report on the proposal for a directive of the European Parliament and of the Council amending Directive (EU) 2015/849 on the prevention of the use of the financial system for the purposes of money laundering or terrorist financing and amending Directive 2009/101/EC (COM(2016)0450 – C8-0265/2016 – 2016/0208(COD)). Rapporteurs: Krišjānis Kariņš, Judith Sargentini (A8-0056/2017)

Under the second paragraph of Rule 69(c), Members or political group(s) reaching at least the medium threshold may request in writing, by midnight the following day, Wednesday, 14 March, that the decisions to enter into negotiations be put to the vote.

The negotiations may begin at any time after the expiry of this deadline if no request for a vote on the decision to enter into negotiations has been submitted to Parliament.
