1. Resumption of the session

The sitting opened at 17.00.


2. Statements by the President

The President expressed Parliament's condolences to the families of the victims of the fire which, on 8 March 2017, swept through a youth care home in San José Pinula, Guatemala.

The President also gave an account of the celebrations to mark International Women's Day on 8 March, his participation in the extraordinary meeting of the FEMM Committee and his meeting with Sakharov Prize winners Lamiya Aji Bashar and Hauwa Ibrahim.

The President strongly condemned the Member who made unacceptable remarks during the debate on the pay gap between men and women on 1 March 2017, and confirmed that he would announce an appropriate penalty once the ongoing disciplinary procedure had finished.


3. Approval of the minutes of the previous sittings

The minutes of the sittings of 1 March 2017 and 2 March 2017 were approved.


4. Composition of committees and delegations

At the request of the PPE, S&D, ALDE and EFDD Groups, Parliament ratified the following appointments:

AFET Committee: Julia Pitera to replace Jacek Saryusz-Wolski

AFCO Committee: Michał Boni to replace Jacek Saryusz-Wolski

5. Negotiations ahead of Parliament's first reading (Rule 69c)

The President announced the decisions of several committees to enter into interinstitutional negotiations in accordance with the first paragraph of Rule 69(c):

Under the second paragraph of Rule 69(c), Members or political group(s) reaching at least the medium threshold may request in writing, by midnight the following day, Wednesday, 14 March, that the decisions to enter into negotiations be put to the vote.

The negotiations may begin at any time after the expiry of this deadline if no request for a vote on the decision to enter into negotiations has been submitted to Parliament.


6. Signature of acts adopted under the ordinary legislative procedure (Rule 78)

With the agreement of the political groups, the President proposed that the debate on Sudan, the cases of Hassan Abduraheem and Abdulmonen Abdumawla (item 80 on the draft agenda) be replaced by a debate on ‘Zimbabwe, the case of Pastor Evan Mawarire’.

Parliament approved the proposal.

Monday
Request by the ENF Group to add, as the first item on the agenda, a statement by the Vice President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy on ‘Wikileaks revelations on hacking tools used by the CIA.
