1. Resumption of the session

The session suspended on Thursday, 3 May 2018 was resumed.


2. Opening of the sitting

The sitting opened at 17.05.


3. Tribute

On behalf of Parliament, the President paid tribute to the memory of Nicole Fontaine, a former President of the European Parliament.

The following spoke: Manfred Weber, on behalf of the PPE Group, to pay tribute to the memory of Nicole Fontaine.

Parliament observed a minute's silence.


4. Statement by the President

The President made a statement on the entry into force of the General Data Protection Regulation. While highlighting the central role Parliament had played in the adoption of this Regulation and thanking the rapporteur Jan Philipp Albrecht, the President stressed the fact that under the new rules it would be possible to prevent the personal data of millions of citizens being misused in future to influence election results.

The President also sketched out forthcoming priorities for technological revolution governance.


5. Approval of the minutes of the previous sittings

The minutes of the sittings of 2 and 3 May 2018 were approved.


6. Composition of Parliament

The French authorities had given notice of the election of Karine Gloanec Maurin to replace Jean-Paul Denanot as Member of Parliament with effect from 11 June 2018.

Parliament took note of her election.

Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of a Member of the European Parliament, Karine Gloanec Maurin would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


7. Composition of political groups

James Carver was no longer a member of the EFDD Group as of 28 May 2018. He sat now with the non-attached Members.


8. Verification of credentials

On a proposal from the JURI Committee, Parliament had validated the mandates of Dobromir Sośnierz, Aleksander Gabelic, Giancarlo Scotta' and Danilo Oscar Lancini with effect from 19 March, on 4 April, 17 April and 17 April 2018 respectively.


9. Composition of committees and delegations

The President had received the following requests for appointments from the S&D Group:

ECON Committee: Giuseppe Ferrandino to replace Udo Bullmann

Delegation to the Euro-Latin American Parliamentary Assembly: Giuseppe Ferrandino to replace Gianni Pittella.

The appointments would be deemed ratified if there were no objections before the approval of these minutes.


10. Request for waiver of immunity

The French authorities had forwarded a request to waive the immunity of Steeve Briois and Sophie Montel in relation to an inquiry opened at the Regional Court of Nanterre.

Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.


11. Closure of a procedure to waive the immunity of a Member

The JURI Committee, as the committee concerned, had notified the President that following the Bucharest Court of Appeal's decision to reject an appeal brought for a full annulment of a decision by the Bucharest Court in a civil case in favour of Victor Boştinaru, the JURI Committee had had to close the immunity procedure, there being no further need for it. The procedure to uphold immunity had therefore been closed.


12. Negotiations ahead of Parliament's first reading (Rule 69c)

The President said that he had not received any request from Members or a political group or groups reaching at least the medium threshold, for a vote on the decision to enter into the interinstitutional negotiations announced in the minutes of Wednesday 2 May 2018 (minutes of 2.5.2018, item 10).

The ECON Committee had therefore been able to start negotiations once the deadline laid down in Rule 69c(2) had expired.

The President announced the decisions by several committees to enter into interinstitutional negotiations pursuant to Rule 69c (1):

- LIBE Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council establishing a common procedure for international protection in the Union and repealing Directive 2013/32/EU (COM(2016)0467 – C8-0321/2016 – 2016/0224(COD)). Rapporteur: Laura Ferrara (A8-0171/2018);

- ECON Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 1095/2010 establishing a European Supervisory Authority (European Securities and Markets Authority) and amending Regulation (EU) No 648/2012 as regards the procedures and authorities involved for the authorisation of CCPs and requirements for the recognition of third country CCPs (COM(2017)0331 – C8-0191/2017 – 2017/0136(COD)). Rapporteur: Danuta Maria Hübner (A8-0190/2018);

- TRAN Committee, based on the report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EC) No 1008/2008 on common rules for the operation of air services in the Community (COM(2016)0818 – C8-0531/2016 – 2016/0411(COD)). Rapporteur: Claudia Țapardel (A8-0150/2018);

In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, before midnight of the following day, 29 May 2018, that decisions to enter into negotiations be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.


13. Corrigendum (Rule 231)

The TRAN Committee had forwarded the following corrigendum to a text adopted by Parliament:

- Corrigendum P7_TA(2014)0389(COR02) to Directive 2014/90/EU of the European Parliament and of the Council of 23 July 2014 on marine equipment and repealing Council Directive 96/98/EC (OJ L 257, 28.8.2014, p. 146–185) - (position of the European Parliament adopted at first reading on 15 April 2014 with a view to the adoption of the above directive P7_TA(2014)0389) (COM(2012)0772 – C7-0414/2012 – 2012/0358(COD) - TRAN Committee)

This corrigendum would be deemed approved in accordance with Rule 231(4) unless a political group or Members reaching at least the low threshold requested within 24 hours that it be put to the vote.

The corrigendum would be available on Europarl for the remainder of the current part-session.


14. Request for consultation of the European Economic and Social Committee on (Rule 137(2)) (consent)

The President said that he had not received any request from Members or a political group or groups reaching at least the low threshold, for a vote on two requests for the European Economic and Social Committee to be consulted and issue an opinion: on the implementation of EU environmental legislation in areas deemed to have the most shortcomings, namely air quality, water and refuse, as recorded in the minutes of Wednesday 2 May 2018 (minutes of 2.5.2018, item 12) and on gender equality in European labour markets, as recorded in the minutes of Wednesday 2 May 2018 (minutes of 2.5.2018, item 26).

These requests were deemed to have been approved therefore, in accordance with Rule 137(2).
