The President announced that he had not received a request from Members or a political group or groups reaching at least the minimum threshold regarding putting to the vote a request from the INTA Committee for consultation with the European Economic and Social Committee in order to obtain its opinion on the functioning of the domestic advisory groups announced in the minutes of Monday, 10 September 2018. 17. Announcement by the President

In accordance with Rule 166, the President had decided to impose sanctions on Georges Bach, Guillaume Balas, José Bové, Edouard Martin, Claude Rolin, Maria Arena and Isabelle Thomas for leading a group action in plenary on 3 July 2018 (items 2 and 4 of the minutes of 3.7.2018) which had seriously disturbed Parliament’s work, in violation of the principles set out in Rule 11. Their behaviour had caused a lengthy interruption to the plenary sitting.

In the case of Georges Bach, Guillaume Balas, José Bové, Claude Rolin, Maria Arena and Isabelle Thomas, the sanction comprised, firstly, the loss of the right to the subsistence allowance for five days, and secondly, and without prejudice to exercising their right to vote in plenary, suspension from taking part in any activities of Parliament and its bodies for five days consecutively while Parliament or one of its bodies, committees or delegations were meeting, to start on 11 September 2018.

In the case of Edouard Martin, in view of the more serious nature of his action as compared with the actions of the other Members involved, the sanction consisted, firstly, of the loss of the right to the subsistence allowance for eight days, and secondly, and without prejudice to exercising his right to vote in plenary, suspension from taking part in any activities of Parliament and its bodies for eight days consecutively while Parliament or one of its bodies, committees or delegations were meeting, to start on 11 September 2018.

The Members concerned had been notified of the decision. They would be entitled to lodge an internal appeal against the decision with the Bureau under Rule167.

Since Maria Arena, Isabelle Thomas, Georges Bach, Guillaume Balas and Edouard Martin had lodged an appeal under the above Rule, application of the sanction against them had been suspended until Parliament’s Bureau had delivered its decision.
