9. Negotiations before the first reading in Parliament (Rule 69(c))

The President announced the decisions by several committees to enter into interinstitutional negotiations pursuant to Rule 69c (1):

- AGRI Committee, on the basis of the report on the proposal for a directive of the European Parliament and of the Council on unfair trading practices in business-to-business relationships in the food supply chain (COM(2018)0173 – C8-0139/2018 – 2018/0082(COD)). Rapporteur: Paolo De Castro (A8-0309/2018)

- TRAN Committee, on the basis of the report on the proposal for a directive of the European Parliament and of the Council on port reception facilities for the delivery of waste from ships, repealing Directive 2000/59/EC and amending Directive 2009/16/EC and Directive 2010/65/EU (COM(2018)0033 – C8-0014/2018 – 2018/0012(COD)). Rapporteur: Gesine Meissner (A8-0326/2018)

- IMCO Committee, on the basis of the report on the proposal for a regulation of the European Parliament and of the Council amending and correcting Regulation (EU) No 167/2013 on the approval and market surveillance of agricultural and forestry vehicles (COM(2018)0289 – C8-0183/2018 – 2018/0142(COD)). Rapporteur: Nicola Danti (A8-0318/2018)

- IMCO Committee, on the basis of the report on the proposal for a regulation of the European Parliament and of the Council amending Regulation (EU) No 952/2013 to prolong the transitional use of means other than the electronic data-processing techniques provided for in the Union Customs Code (COM(2018)0085 – C8-0097/2018 – 2018/0040(COD). Rapporteur: Jasenko Selimovic (A8-0342/2018)

- INTA Committee, on the basis of the report on the proposal for a regulation of the European Parliament and of the Council implementing the safeguard clauses and other mechanisms allowing for the temporary withdrawal of preferences in certain agreements concluded between the European Union and certain third countries (COM(2018)0206 – C8-0158/2018 – 2018/0101(COD)). Rapporteur: Christofer Fjellner (A8-0330/2018)

- LIBE Committee, on the basis of the report on the amended proposal for a regulation of the European Parliament and of the Council on establishing a framework for interoperability between EU information systems (police and judicial cooperation, asylum and migration) and amending [Regulation (EU) 2018/XX [the Eurodac Regulation],] Regulation (EU) 2018/XX [the Regulation on SIS in the field of law enforcement], Regulation (EU) 2018/XX [the ECRIS-TCN Regulation] and Regulation (EU) 2018/XX [the eu-LISA Regulation] (COM(2018)0480 – C8-0293/2018 – 2017/0352(COD)). - LIBE Committee, on the basis of the report on the amended proposal for a regulation of the European Parliament and of the Council on establishing a framework for interoperability between EU information systems (borders and visa) and amending Council Decision 2004/512/EC, Regulation (EC) No 767/2008, Council Decision 2008/633/JHA, Regulation (EU) 2016/399, Regulation (EU) 2017/2226, Regulation (EU) 2018/XX [the ETIAS Regulation], Regulation (EU) 2018/XX [the Regulation on SIS in the field of border checks] and Regulation (EU) 2018/XX [the eu-LISA Regulation] (COM(2018)0478 – C8-0294/2018 – 2017/0351(COD)). In accordance with Rule 69c (2), Members or political group(s) reaching at least the medium threshold may request in writing, before midnight on the following day, Tuesday 23 October 2018, that decisions to enter into negotiations be put to the vote.

Negotiations may start at any time after that deadline has expired if no request for a vote in Parliament on the decision to enter into negotiations has been made.
