1. Resumption of the session

The session suspended on Thursday 4 July 2019 was resumed.


2. Opening of the sitting

The sitting opened at 17.03.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.


4. Composition of Parliament

Kyriakos Velopoulos had been elected to the Greek Parliament, with effect from 7 July 2019.

Parliament took note that, under Article 7(2) of the Act concerning the election of the Members of the European Parliament by direct universal suffrage, that office was incompatible with membership of the European Parliament and, under Rule 4(1) and (4), established the vacancy of his seat as of that date.

The Netherlands authorities had given notice of the election of Lara Wolters to replace Frans Timmermans as Member of Parliament with effect from 4 July 2019.

The Greek authorities had given notice of the election of Emmanouil Fragkos to replace Kyriakos Velopoulos as Member of Parliament with effect from 10 July 2019.

Parliament took note of their election.

Under Rule 3(2), until such time as their credentials had been verified or a ruling had been given on any dispute, and provided that they had previously made a written declaration stating that they did not hold any office incompatible with that of Member of the European Parliament, Lara Wolters and Emmanouil Fragkos would take their seats in Parliament and on its bodies and would enjoy all the rights attaching thereto.


5. Composition of committees and delegations

The President had received the following requests for appointments from the PPE and ECR Groups:

AFET Committee: Andrius Kubilius to replace Hildegard Bentele

AFCO Committee: Geert Bourgeois to replace Ryszard Antoni Legutko

DROI Subcommittee: Assita Kanko to replace Witold Jan Waszczykowski

The appointments would be deemed ratified if there were no objections before the approval of these minutes.

- Proposal for a decision of the European Parliament and of the Council empowering Germany to amend its existing bilateral road transport agreement with Switzerland with a view to authorising cabotage operations in the course of international road passenger transport services by coach and bus in the border regions between the two countries (COM(2019)0221 - C9-0001/2019 - 2019/0107(COD))

7. Action taken on Parliament's positions and resolutions

The Commission communications on the action taken on the positions and resolutions adopted by Parliament during the January II 2019 and March I 2019 part-sessions were available on Europarl.


8. Order of business

The final draft agenda for the July II 2019 (PE 640.119/PDOJ) sittings had been distributed and the following changes had been proposed (Rule 158):

Request by the GUE/NGL Group not to wind up the debate on the statement by the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on the Situation in Venezuela (item 26 on the final draft agenda) with the tabling of motions for resolutions.

The following spoke: Idoia Villanueva Ruiz, on behalf of the GUE/NGL Group, to move the request, and Michael Gahler, against the request.

Parliament rejected the request by roll-call vote (83 for, 142 against, 72 abstentions).

Wednesday

Request by the GUE/NGL Group to include, as the third item on the agenda in the afternoon and after the statements by the Council and the Commission on a Clean air zone in EU cities (item 32 on the final draft agenda), statements by the Council and the Commission on EU-Mercosur relations.
