Second Regional Meeting (Pacific) in Port Vila, Vanuatu

The The JPA held its second regional meeting in Port Vila, Vanuatu directly after the 16th Session in Port Moresby, Papua New Guinea, from 29 November to 1 December 2008. The Port Vila Declaration was adopted at the end of the meeting.

The 16th session of the ACP-EU Joint Parliamentary Assembly met in Port Moresby , Papua New Guinea, from 24 to 28 November 2008

The Formal Opening took place on Tuesday, 25 November 2008, with the participation of Dr Puka Temu, Deputy Prime Minister of Papua New Guinea.

The Assembly debated and adopted resolutions based on reports drawn up by the Standing Committees on
- Aid effectiveness and defining official development assistance (co-rapporteurs Waven William (Seychelles) and Anne Van Lancker;
- the Social Consequences of Child Labour and strategies to combat child labour (co-rapporteurs Ana Rita Sithole and Liam Aylward) and
- the Protection of civilians during peace-keeping operations by the UN and regional organisations (co-rapporteurs Dr Komi Klassou (Togo ) and Mr Johan Van Hecke).

The Assembly adopted urgent resolutions on the situation in Zimbabwe, the situation in Mauritania and a special declaration on the global food and financial crisis.

As usual, the Assembly heard the European Commission and the ACP-EU Council and held debates with both Institutions. Other debates were held on the Economic Partnership Agreements, the Millennium Development Goals and climate change.

The 17th session of the Joint Parliamentary Assembly will take place in Prague, Czech Republic from 6 to 9 to April 2009.


Meetings of the Bureau and the Standing Committees

The meetings of the Bureau of the ACP-EU Joint Parliamentary Assembly and the three Standing Committees (Committee on Political Affairs , Committee on Economic Development, Finance and Trade and Committee on Social Affairs and the Environment) took  place between 9 and 11 September 2008 in Brussels (Belgium). This was during the European Parliament's African Week when there were a number of special events that took place as part of the Year of Intercultural Dialogue. The Bureau adopted the Preliminary Draft Agenda and Work Programme for the 16th session to be held in  Port Moresby ( Papua New Guinea) from 25 to 28 November 2008. This will be followed by the second Regional Meeting of the JPA - Pacific Region - to be held in Vanuatu from 29 November to 1 December. For further details contact francis.cole@europarl.europa.eu

JPA FACT-FINDING MISSIONS TO THE SEYCHELLES AND THE CARIBBEAN

A fact-finding mission led by Co-Presidents Glenys Kinnock and Wilkie Rasmussen went to the Seychelles from 25 to 27 April 2008 to study the importance of the fishing industry for ACP countries, in particular the Seychelles, Kenya and Mauritius. A report was presented to the Bureau of the JPA on 10 September 2008.

  A fact-finding mission of the Bureau also visited Suriname, Saint Vincent and Saint Lucia from 29 May to 3 June 2008. A report will be presented to the Bureau meeting in Port Moresby in November.

1 ST REGIONAL MEETING OF THE ACP-EU JOINT PARLIAMENTARY ASSEMBLY: SOUTHERN AFRICA

The first regional meeting of the ACP-EU JPA took place in Windhoek, Namibia between 28 and 30 April 2008. The meeting was extremely well-attended and deemed a great success by all the participants. After  two days of more formal meetings the following communique was adopted by consensus. On the third day the delegations visited projects in the Windhoek vicinity. The 15th session of the ACP-EU JPA was held in Ljubljana, Slovenia from 17 to 20 March 2008. The event was marred by the sad news of the sudden death of our member from Zambia, Dr Chosami Njobvu, who passed away during the night of Tuesday 18 March in Ljubljana. The Assembly expressed its condolences to his family and friends.

The three Standing Committees met on 15 March and adopted three reports for plenary:

  • Political Affairs: Experiences from the European Integration Process relevant to ACP countries
  • Economic Committee: Food Security in ACP Countries and ACP-EU Cooperation
  • Social Committee: Social and Environmental Consequences of Structural Adjustment Programmes

On the plenary agenda the following main items were featured: Question Time to Council and Commission, a major debate on the EPA negotiations and urgent debates with resolution on the Situation in Chad (finally not adopted) and in Kenya. There were also items on Climate Change and Health, Migration, the Caribbean Strategy, the International Criminal Court and Sport for Development and Peace .

The Slovenian Authorities hosted three workshops on Disabilities, Rural Tourism and Minorities and a number of fringe events.

The next meetings of the Standing Committees and Bureau will take place in Brussels on 9 to 11 September 2008.

Meetings of the Bureau and the Standing Committees

The meetings of the Bureau of the ACP-EU Joint Parliamentary Assembly and the three Standing Committees (Committee on Political Affairs , Committee on Economic Development, Finance and Trade and Committee on Social Affairs and the Environment) took place between 22 and 24 January 2008 in Brussels (Belgium).

The Bureau adopted the Preliminary Draft Agenda and Work Programme for the 15th session to be held in Ljubljana ( Slovenia) from 17 to 20 March 2008.

This was preceded by the customary meetings of the Standing Committees and Bureau on 15 and 16 March.
