What is on the agenda this week ? 08 – 14 December 2014

Political group and committee meetings take place this week in Brussels. This week MEPs are discussing a number of issues that need to be finalised during the last plenary session of the year which commences in Strasbourg next Monday. Among the issues on this week's agenda are the on-going budget negotiations between the Parliament and Council, a resolution on migration responsibilities and appointments to the banking union's Single Resolution Board. At the Conference of Presidents Jean-Claude Juncker will present the Commission's programme of work for 2015.

2014 and 2015 budgets. Budget negotiators for Parliament and the Council are to hold another “trilogue” meeting. They must strike a deal by the end of the week if at this year’s final plenary session the 2015 budget is to be signed and the 2014 one topped up to pay off arrears. Without it, from 1 January 2015 the EU will have to run on provisional monthly instalments. (Monday)

Migration. Solidarity and fair sharing of responsibilities among member states, search and rescue duties, safe and legal routes for asylum seekers into the EU, cooperation with third countries and tackling smugglers and traffickers are among the issues likely to be addressed in a resolution to be voted in the Civil Liberties Committee and tabled for the December plenary. Banking Union. Public hearings with the candidates for the Single Resolution Board (SRB) will be held by the Economic and Monetary Affairs Committee. The hearing for the chair’s post is on Monday, and those for other board positions on Tuesday morning. The SRB complements the ECB’s newly-established supervision of the biggest European banks and will work together with national authorities on the resolution of banks that are close to failure. COP20 climate change talks. A 12-strong delegation of MEPs will take part in the UN climate conference in Lima, Peru. The 20th Conference of Parties (COP20) aims to set out the structure of a global and binding climate agreement to be concluded in Paris in 2015. (Monday to Friday)

Conference of Presidents/Juncker. European Commission President Jean-Claude Juncker will take part in a meeting of the Conference of Presidents of political groups to discuss the Commission’s 2015 work programme. (Thursday)

Plenary preparations. Political groups will prepare for the 15 – 18 December plenary session in Strasbourg, where MEPs are set to vote on the 2015 EU budget and pending payments for 2014, the election of the European Ombudsman, on the issue of the recognition of Palestine’s statehood and the award of the LUX film prize. Preparations for the December European Council meeting, the Commission’s work programme for 2015 and the situation in Ukraine should also be debated by the full House.

President’s diary. EP President Martin Schulz will meet Albania’s Prime Minister Edi Rama and the General Secretary of the European Trade Union Confederation (ETUC) Bernadette Ségol, on Tuesday. On Wednesday, Mr Schulz will participate in the European Economic and Social Committee (EESC) plenary session debate on the European Parliament’s work programme.
