	Secretary-General of the Luxembourg Socialist Workers Party (1970-1985).
	Member of Luxembourg City Council (1976-1984 and 1999-2004). Vice-President of the GATT Ministerial Conference at Punta del Este (Uruguay Round). Signed the Single European Act on behalf of Luxembourg (1986). President of the Intergovernmental Conference that concluded the Schengen Agreement (1985).
	State Secretary for Foreign Affairs and State Secretary for Economic Affairs and Small and Medium-Sized Businesses (1984-1989). Minister of Economic Affairs, Minister of Transport and Minister of Public Works (1989-1994). Minister of Economic Affairs, Minister of Public Works and Minister of Energy (1994-1999).
