	Councillor, Lothian Regional Council (1982-1984).
	In the European Parliament: Vice-Chairman, Committee on Budgetary Control (1984-1987); Vice-Chair, Socialist Group (1987-1988); Vice-President of the European Parliament (1989-2004); Socialist candidate to be President of Parliament (2002); rapporteur on over 30 European Parliament reports.
	Author of various publications. Occasional broadcasting and journalism.
