La Commission européenne, le Parlement européen et le Conseil sont parvenus à un accord politique visant à donner à l'UE un plus grand pouvoir d'action pour accéder aux marchés publics en dehors de l'UE, afin de stimuler les opportunités pour les entreprises européennes. Le marché public de l'UE est l'un des plus grands et des plus accessibles au monde. Toutefois, de nombreux partenaires commerciaux majeurs de l'UE appliquent des pratiques restrictives sur leurs marchés, qui sont discriminatoires à l'égard des entreprises européennes. Ces restrictions affectent des secteurs compétitifs de l'UE tels que la construction, les transports publics, les dispositifs médicaux, la production d'énergie et les produits pharmaceutiques. L'IPI contribuera à résoudre ce problème en donnant à l'UE le pouvoir d'ouvrir des enquêtes en cas de restrictions présumées pour les entreprises de l'UE sur les marchés publics de pays tiers, d'engager des consultations avec le pays concerné sur l'ouverture de son marché public et, enfin, de restreindre l'accès au marché public de l'UE pour les entreprises étrangères si elles proviennent d'un pays qui continue à appliquer des restrictions aux entreprises de l'UE. J’ai donc voté en faveur de ce texte.

Parliament’s right of initiative (A9-0142/2022 - Paulo Rangel) FR

Pour le rapporteur, un droit d'initiative du Parlement européen augmenterait la légitimité démocratique de l'Union. Le rapporteur propose un accord interinstitutionnel consacré uniquement aux procédures législatives où le Parlement a le droit d'initiative. Il ferme en revanche la porte à la mise à niveau des mêmes droits d'initiative du Conseil vers un droit d'initiative direct et général. Il envisage donc un déséquilibre institutionnel où la Commission et le Parlement, à l’exclusion du Conseil, disposent tous deux séparément d'un droit d'initiative direct et général. Dans la droite ligne de la pensée fédéraliste des « élites » européennes actuelles, les parlementaires européens entendent donner plus de place au Parlement européen dans l’architecture institutionnelle européenne. Ce rapport rappelle les traditions constitutionnelles des États membres qu’il souhaite adapter à l’évolution de l’UE. Ce faisant, il assimile l’UE à un État, ce qu’elle n’est pas. En accordant ainsi un droit d’initiative législative au Parlement européen, le rapport souhaite donc clairement franchir un pas supplémentaire dans la transformation de l’UE en État fédéral. J’ai donc voté contre ce texte.

The call for a Convention for the revision of the Treaties (B9-0305/2022, B9-0307/2022) FR

Les conclusions de la Conférence sur l’avenir de l’Europe ont été rendues fin avril 2022 et ont été officialisées le 9 mai 2022 à Strasbourg. Transformée en véritable opération de communication, par le gommage de ses multiples manœuvres et échecs, la Conférence sur l’avenir de l’Europe doit désormais aboutir sur une convention de révision des traités. Le projet phare est d’abandonner le vote à l’unanimité au Conseil dans tous les domaines, y compris la fiscalité et la politique étrangère, à l’exception de l’adhésion de nouveaux États ou de cas non précisés affectant les valeurs fondamentales de l’Union. Treize des vingt-sept États membres s’opposent au lancement d’une telle procédure. En cas de validation, cette réforme provoquerait la fin du droit de veto alors que dans les organisations internationales, en application de la conception de souveraineté absolue des États, le veto est une pratique courante. Je demande que des référendums nationaux soient organisés au niveau des États membres afin que les citoyens puissent se prononcer sur la possibilité d’une modification des traités. Je m’oppose donc à la convocation d’une convention pour la révision des traités dans le seul but de mettre en œuvre une «Union toujours plus étroite». J’ai donc voté contre ce texte.
