Program, kterým se provádí program Horizont Evropa (A8-0410/2018 - Christian Ehler) EN  
 

. ‒ Last year, the Commission proposed the regulation on the new Framework Programme for Research and Innovation – Horizon Europe. In less than three months, the Commission, the Council and Parliament reached an agreement. The content of the programme, as a result of the deal, perfectly reflects our priorities. Many important issues will be secured, such as the health cluster, culture, security, energy and climate, innovation and job qualifications. That is why I did not hesitate to express my support.
Horizon Europe embodies our aspirations and values in many ways. First, it will fight against climate change, one of the most discussed topics nowadays. Second, the programme focuses on the importance of citizens’ quality of life. In this respect, research broad lines will be mainly dedicated to cancer, cardiovascular diseases and precision medicine, in order to improve citizens’ well-being and medical treatments. Finally, part of the programme aims at increasing gender equality, especially in the field of research and innovation, stimulating the integration of the gender dimension. I believe that all of these issues are currently significant and we need to cope with them as soon as possible.

Kosmický program Unie a Agentura Evropské unie pro kosmický program (A8-0405/2018 - Massimiliano Salini) EN  
 

The European Union is undoubtedly one of the principal space world leaders. Nevertheless, if we want to further develop its capabilities, I believe that an additional effort becomes indispensable, considering that mainstream space powers (such as the United States and Russia) remain very active and that new players access to the space sector. That is why I support the proposal. The new programme will enhance EU space activities, stimulating scientific and technical progresses. In addition to that, it will encourage competitiveness and innovation capacity in the area of space industry. To achieve this, we will sustain in particular small and medium-sized enterprises, start-ups and innovative businesses. Furthermore, our target is to develop new partnerships, in order to create and purchase innovative products and services. The proposal aims also at bearing EU action in three new potential domains: high performance computing, climate change and security. Only then Europe could preserve its leadership and autonomy in this strategic area.

Program Digitální Evropa na období 2021–2027 (A8-0408/2018 - Angelika Mlinar) EN  
 

The rise of the internet and of social media in the 21st century creates new problematics and necessities that should be tackle. The spread of cyberbullying, a form of harassment using electronic means, has deeply affected our society in the past ten years, with regard to young people. At the same time, we see the development of brand new technologies that are bound to continue growing over the years, for example in the area of artificial intelligence and high-performance computing. Despite this, now the European Union is an importer of digital products, depending mostly on third-countries providers such as the United States and China. I support the programme because I believe that it will increase European digital capacities in different ways, financing infrastructures in the field of cybersecurity, artificial intelligence and supercomputing. In the meantime, the programme aims at stimulating the workforce to acquire digital skills in order to encourage the digital transformation of public services.

Ochrana osob oznamujících porušení práva Unie (A8-0398/2018 - Virginie Rozière) EN  
 

. ‒ In the last five years, whistle-blowers played a crucial role in revealing harm to the public interest. It would not have been possible to discover the truth about some significant scandals, such as Luxleaks and Cambridge analytica, without the reports made by brave citizens to their employers, to the authorities or to the press. However, the legal framework and the level of whistle-blower protection consistently differ among EU states members. I support the directive because I think that whistle-blowers are a resource and not criminals that must be prosecuted. By contrast, often most of them are threatened, dismissed or convicted. I believe that if we want to ensure transparency and freedom of expression in our democracies, we should introduce new rules on a European scale that would protect whistle-blowers. These rules should follow three main principles. Firstly, via a system of reporting channels, we must make possible to report both within an organisation and public authorities. Secondly, we encourage whistle-blowers to first report internally and then, if it does not work, they can disclose information publicly and consult the competent authorities. Finally, we will assure judicial protection against dismissal, demotion and other forms of retaliation.

Evropský orgán pro pracovní záležitosti (A8-0391/2018 - Jeroen Lenaers) EN  
 

I strongly support the initiative because I think that the ELA is a useful instrument. I believe that the establishment of a European Labour Authority would strengthen both fairness and trust in our single market. On the one hand, we know that freedom of movement allows our citizens to live and work in other Member States. On the other hand, I think that the Union should ensure free, but especially fair, mobility, showing that workers’ rights are guaranteed and protected everywhere throughout the Union. Unfortunately, currently in Europe labour exploitation and undeclared work represent a concrete threat. That is why we want first to prevent unfair competition between workers and companies, then to tackle social fraud and any form of abuse of freedom of movement. To achieve this, the ELA will take several measures, for example coordinating labour inspections and setting up a website that would inform workers about labour mobility.

Přizpůsobení vývoji v odvětví silniční dopravy (A8-0204/2018 - Ismail Ertug)  
 

Jsem rád, že Parlament po velmi složitém vyjednávání a opakovaných hlasováních konečně přijal pravidla pro tzv. kabotáž. Jedná se o citlivé téma i pro Českou republiku. Jsem přesvědčen, že se nakonec podařilo najít rovnovážný text, který přispěje k výraznému zlepšení pracovních a finančních podmínek řidičů na jedné straně, ale zároveň umožní ekonomicky udržitelný byznys pro české dopravce, včetně malých a středních podniků.

Společná pravidla pro vnitřní trh se zemním plynem (A8-0143/2018 - Jerzy Buzek)  
 

Rozhodl jsem se podpořit dojednaný kompromisní text, který zavádí aplikaci společných pravidel pro vnitřní trh mezi EU a třetími zeměmi. Jedná se o velmi politicky citlivé téma úzce spojené s evropskou energetickou bezpečností. Ačkoliv se pravidla budou vztahovat na všechny třetí země, je pro nás zejména citlivý dopad na projekt Nord Stream 2. Souhlasím s tím, že navrhovaný text je maximem možného, a proto jsem ho podpořil, neboť je lepší tato regulace než žádná. Na druhou stranu jej ale nepovažuji za zcela optimální. Návrh posiluje pravomoci Komise v mnoha ohledech, dává však z mého pohledu příliš velký manévrovací prostor členským státům, do kterých jako prvních zahraniční plyn přiteče. Jsem dlouhodobým kritikem projektu Nord Stream 2, jehož nevýhody zcela jasně převažují nad možnými přínosy. Chci proto alespoň touto cestou opakovaně svůj postoj vyjádřit. Na Německu nyní bude ležet velká část odpovědnosti za energetickou bezpečnost Evropy a já doufám, že si to plně uvědomuje.

Posílení zabezpečení průkazů totožnosti občanů Unie a povolení k pobytu vydávaných občanům Unie (A8-0436/2018 - Gérard Deprez) EN  
 

. ‒ Freedom of movement is one of the most important European values and certainly one of our main achievements. However, the exercise of this right should fulfil legal requirements. Falsification of national identity cards is currently a common phenomenon in Europe. I support the proposal because I believe that it would make it possible to cope with this issue that calls into question our security. To do so, it would be crucial to introduce some format standards and minimum-security features on ID, for instance eliminating cards that are less secure such as not machine-readable cards. Nevertheless, I think that, for data privacy reasons, it is unnecessary to collect mandatorily fingerprints on ID. I am convinced that such a sensitive topic should rather be discussed on a national level instead than on a European one.

Řízení bezpečnosti silniční infrastruktury (A8-0008/2019 - Daniela Aiuto) EN  
 

. ‒ I strongly support the Commission proposal on road infrastructure safety management (RISM) because I believe that safe mobility must be one of our main priorities nowadays. The road fatality rate is still consistently high in Europe. We want to halve the number of road deaths by 2020 and to reach zero road fatalities in 2050. However, to achieve this goal, it is necessary to put in place new measures aimed at improving the safety performance of road infrastructure. In this respect, the directive proposes several initiatives likely to accomplish this target, such as the implementation of investments in road sections in which accident concentration is prominent, but also by introducing a network-wide assessment that includes the presence of proactive risk-mapping procedures. I am convinced that these actions will bear fruit.

Rovnováha mezi pracovním a soukromým životem rodičů a pečujících osob (A8-0270/2018 - David Casa) EN  
 

I believe that the Union should ensure equal share of caring responsibilities and equality between men and women on the labour market. To do so, the parental leave directive needs to be revisited, making modifications both about maternity and paternity leaves, increasing the amount of paid leave on a European level. That is why I support the directive. In my opinion, such a decision would respect our European values that claim since the birth of the Union for gender equality and labour rights. In addition to this, I think that the directive should encourage favourable provisions for parents and carers that experience particular situations, for instance disabilities or multiple births. However, at the same time, I think that the assessment of the directive should be extent to self-employed and adoptive parents as well, further reinforcing equality among workers.
