Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Jag valde att avstå från att rösta om detta initiativbetänkande av flera orsaker. Även om andemeningen i betänkandet är god, att trygga den europeiska får- och getsektorns framtid, så innehöll betänkandet alltför många förslag om saker som EU inte ska hålla på med. Även om får- och getsektorn har en ganska viktig roll i mjölk- och ostproduktionen samt att man kan uppmuntra till att köpa närproducerat, så är det fullständigt fel att vi ska lägga EU-medel på att kommissionen och medlemsländerna ska genomföra informationskampanjer, göra tillagingstips och tillhandahålla andra databaser för relativt oklara ändamål. Låt den gemene EU-medborgaren själv välja vilken sorts kött han eller hon vill äta. Om man vill äta produkter från får- och getsektorn, så kommer man att göra det. Det här betyder alltså att vi stöder en hållbar utveckling av får- och getsektorn i EU.

Securing funding for LIFE+ is important, as is ensuring that the targets under LIFE+ are reached. The wording of this amendment nevertheless makes its aims unclear, notably on the issue of Union funding and accountability.

Lagging regions in the EU (A8-0046/2018 - Michela Giuffrida)  
 

As regional cohesion progresses, the need for EU co-funding for cohesion should reduce. Conditionality, increasing the national self-financing by Member States and promoting global competitiveness are key elements of a more adequate and modern cohesion policy that ensures coherence and respect for the common rules of the EU.
Conditionality, for example in the context of sustainable financial management, should continue to be used to ensure the effective allocation of EU funds. The revision of cohesion policy should be seen in terms of the financial framework. Focus should be on more effectively supporting the implementation of growth- enhancing structural reforms and the development of an innovation-driven economy. A motion for resolution focusing on only ‘lagging regions’ does not serve to reform cohesion policy in the above-mentioned spirit.
