Latin America, the Caribbean and the European Union launched the ‘Bi-regional Strategic Partnership’ at the First Rio de Janeiro Summit in 1999. Their strong historical, social and economic relations, together with their shared values, formed the basis for this ambitious project whose primary aims are dynamic political dialogue and the establishment of a forum for political and economic exchange between the two regions. The partnership moved to a new level in 2010 with the foundation of the Community of Latin American and Caribbean States (CELAC). The Foundation has as its mission to strengthen and promote the bi-regional strategic partnership, enhancing its visibility and fostering the active participation of civil societies from the countries concerned. Therefore I have voted in favour of this report.

Registration of persons sailing on board passenger ships operating to or from ports of the Member States (A8-0168/2017 - Izaskun Bilbao Barandica)

. ‒ I voted in favour of the report, the purpose of which is to make the exact number of passengers and other information immediately available for search and rescue services in the event of an accident. In digital form, the information will be directly accessible. The recorded data will include passengers’ nationalities; it will be recorded in an electronic system and transmitted within 15 minutes of the ship’s departure to the National Single Window (an electronic reporting tool introduced by Directive 2010/65/EU and allowing ship data providers to report all maritime information, which is then made available to the relevant authorities). An alternative is proposed for companies operating voyages shorter than 20 nautical miles (about 37 km), which often do not have computer systems or internet connection. These could transmit only the number of persons on board to the designated authority through the ship’s automatic identification system, using high frequency radio signals.

System of inspections for the safe operation of ro-ro ferry and high-speed passenger craft in regular service (A8-0165/2017 - Dominique Riquet)

. ‒ I voted in favour of the report, which aims to create a clear framework for inspections, thereby eliminating overlap and closing regulatory gaps arising from the application by Member States of different inspection regimes.
The agreed draft directive will reduce the administrative burden for ship owners and increase the time during which ships can be commercially exploited. At the same time, it will rationalise the inspection efforts of Member States’ authorities, while continuing to ensure a high common level of safety. Also, the focus of initial inspections changes from company-based inspections to ship-based ones. Subsequently, ships will be inspected twice per year as before, but the inspections should be spaced out (not consecutive), one of them happening in-service during a regular crossing. These inspections can be combined with the annual flag-state survey of the vessel.

Objection to an implementing measure: scientific criteria for the determination of endocrine disrupting properties (B8-0542/2017)

. ‒ The Commission cannot change EU law without the permission of the two co-legislators. The Commission was asked to identify which chemicals are hormone disrupting. Instead, the criteria ‘de-identify’ a chemical as an endocrine disruptor if it is a pesticide that is meant to be an endocrine disruptor for targeted species. By incorporating arbitrary exemptions for chemicals specifically designed to disrupt target-insect endocrine systems the Commission would illegally distort the political balance achieved by the two co-legislators in drafting the law. Therefore, I voted in favour of the objection to the Commission’s proposal.
