. ‒ I voted in favour of the report on the 2016 Commission Report on Turkey. It highlights the worsening situation with regard to human rights and fundamental freedoms in Turkey and it calls on the Turkish Government to take serious measures to improve the situation. Whilst being critical on human-rights issues, the report also calls for a deepening of EU-Turkey relations in key areas of joint interest, such as counter-terrorism, migration, energy, the economy and trade, and reiterates that dialogue and cooperation should be sustained and encouraged. It also asserts the belief that strengthening trade relations could bring concrete benefits to citizens in Turkey and the EU, and it therefore supports the Commission’s proposal to start negotiations on the upgrading of the Customs Union.

. ‒ I voted in favour of creating a mandate for a temporary committee on terrorism. The resolution clarifies details of the responsibilities, numerical strength and term of office of such a committee. I agree with the establishment of the committee and that is why I voted in favour.

I support this report, which confirms the Commission’s proposal for establishing a new European Fund for Sustainable Development (EFSD) aimed at mobilising up to EUR 44 billion of investments starting in Africa and the EU’s Eastern and Southern Neighbourhood, with initial funds from the Union budget and from the European Development Fund (EDF). The EFSD is the first pillar of the External Investment Plan (EIP), under which the Commission also plans to enhance technical assistance in partner countries (pillar 2) and to work towards improving the investment climate and overall policy environment in those countries (pillar 3).

I support the report on permitted uses of certain works and other protected subject-matter for the benefit of persons who are blind, visually impaired or otherwise print disabled. The report aims at ensuring the right of persons who are blind, visually impaired or otherwise print disabled, to have access to information and the right to participate in cultural, economic, and social life on an equal basis with others. The new rules also point out that exceptions and limitations for the benefit of persons with a disability should be made by the Member States, so that the right of persons with disability are recognised and respected better.

I have voted in favour of this report that aims to effectively ensure the rights of persons with disability to participate in cultural, economic and social life on an equal basis with others. The report suggests amendments on the cross-border exchange of accessible format copies of certain works and other subject-matter between the Union and third countries that are parties to the Marrakesh Treaty without the authorisation of the right holder, for the benefit of persons who are blind, visually impaired or otherwise print disabled.

Double taxation dispute resolution mechanisms in the EU (A8-0225/2017 - Michael Theurer)

I have voted in favour of the report on double taxation dispute resolution mechanisms in the EU. The report underlines the importance of a fair and effective corporate taxation system in encouraging business to reap the full benefits of the Single Market. To create a harmonised and transparent framework of the double taxation dispute resolution mechanisms, the report proposes that in addition to publishing at least an abstract of the final decisions by competent authorities, the Commission should make available such information also on a centrally managed webpage for the benefit of all taxpayers. The report considers that this could lead to reducing a total number of future disputes arising from the same issues between the same Member States.

I have voted in favour of [the report on] EU action for sustainability, which not only recognises the initiatives already taken by Union institutions to meet the SDGs’ objectives, but also aims to provide additional context for a future roadmap on the future of the EU. It also aims at ensuring that adherence to the SDGs becomes a key feature of proposed initiatives taking place across all areas of the Union’s work programmes. This report is keen to emphasise that meeting the SDGs will necessitate adaptation to innovative approaches that will evolve over time, and this process is therefore in need of annual revision. Parliament should be considered a full partner in this revision process.

Promoting cohesion and development in the outermost regions of the EU (A8-0226/2017 - Younous Omarjee)

I have voted in favour of this report that wishes to assess implementation of Article 349, analyse how EU policies and legislation can be better tailored to suit the Outermost Regions and set out a vision of how these regions can best be integrated into the EU and how the EU can take full account of them. The report puts forward several thematic priority areas for rapid tangible action, including agricultural policy, fisheries, blue growth and the maritime dimension of the EU, cohesion policy and OR’s access to cross-cutting EU programmes.

Agreement to amend the Montreal Protocol on substances that deplete the ozone layer, adopted in Kigali (A8-0237/2017 - Kateřina Konečná)

I have voted in favour of the agreement to amend the Montreal Protocol on substances that deplete the ozone layer, adopted in Kigali. The Report adds hydrofluorocarbons (HFCs) to the list of substances regulated by the Protocol and amends the applicable articles in the Protocol accordingly. HFCs are commonly used in air conditioners, refrigerators, aerosols, foams and other products. It has been discovered that HFCs are active greenhouse gases whose global warming potential can be one thousand times greater than that of carbon dioxide. Their use must therefore be reduced as soon as possible. The EU’s prompt adoption of the Kigali Amendment will signal its commitment to making a substantial contribution to the reduction of greenhouse gas emissions and thereby meeting the targets set in the Paris Agreement.

Convention on long-range transboundary air pollution to abate acidification, eutrophication and ground-level ozone (A8-0241/2017 - Adina-Ioana Vălean)

I support the amendment to the Protocol, which introduces new national objectives for GHG emissions from 2020 onwards. It concerns atmospheric pollutants like sulphur (principally sulphur dioxide), nitrogen oxides, ammonia, volatile organic compounds (VOCs) and particulates. In details, the adjustment envisages: reduction of lampblack emissions, an update in maximum emission values established in the annex to the Protocol, and new norms on the content of VOCs contained in the product.
