Mobilisation of the Contingency margin in 2017 (A8-0372/2017 - Jens Geier)

I voted in favour of the decision on the mobilisation of the Contingency Margin presented by the Commission together with the 2017 EU draft budget, because the Contingency Margin has to be aligned with the agreement reached in conciliation on 2017 EU Budget.

Draft amending Budget No 6/2017: Reduction of payment and commitment appropriations in line with updated forecasts of expenditure and update of revenue (own resources and fines) (A8-0379/2017 - Jens Geier)

I voted in favour of the Draft Amending Budget (DAB) No 6/2017 that aims at updating both the expenditure and the revenue side of the 2017 EU Budget to take the latest developments into account.This DAB mostly decreases the level of payment appropriations by a very high amount of EUR 7,7 billion. Consequently, this leads to a reduction of Member States' GNI contributions to the EU budget, which results in a high reflow to national budgets. The report expresses serious concerns over the under-execution and urges, especially those Member States with a very high level of under-implementation to take the necessary measures to properly implement the jointly agreed Union programmes, with the assistance of the Commission.

Mobilisation of the European Union Solidarity Fund to provide for the payment of advances in the general budget 2018 (A8-0371/2017 - Inese Vaidere)

On 30 May 2017, the Commission put forward a proposal to mobilise the EU Solidarity Fund for a total amount of EUR 50 million (in both commitment and payment appropriations). The proposal is not linked to a specific disaster. Instead, it aims at entering into the general budget of the Union for 2018 the amount of EUR 50 million in commitment and payment appropriations for the payment of advances in a timely and efficient way in the event of a disaster occurring next year. Therefore, I gave my support to this technical report that is needed to allow the EUSF to function properly over 2018 budgetary year.

Mobilisation of the Flexibility Instrument to finance immediate budgetary measures to address the on-going challenges of migration, refugee inflows and security threats (A8-0370/2017 - Siegfried Mureşan)

The decision on the mobilisation of the Flexibility Instrument presented by the Commission together with the 2017 EU draft budget has to be aligned with the agreement reached in conciliation on the 2017 EU Budget. With this mobilisation of the flexibility instrument the total amount available in 2017 is fully exhausted. That is why I voted in favour of this technical Report.

Mobilisation of the European Globalisation Adjustment Fund: application EGF/2017/003 GR/Attica retail (A8-0367/2017 - Marie-Pierre Vieu)

I support the decision of the Commission Mobilisation of the European Globalisation Adjustment Fund: application EGF/2017/003 GR/Attica retail. With this financial contribution the Fund will help nine enterprises that own shops and supermarkets that retail consumer goods and in particular the redundancies in question, which are directly linked to the decline in the sector since the financial crisis in Greece in 2008.

Mobilisation of the European Globalisation Adjustment Fund: application EGF/2017/005 FI/Retail (A8-0366/2017 - Răzvan Popa)

I approve the decision of the Commission to provide financial contribution to Finland. The redundancies are linked to major structural changes in world trade patterns due to globalisation, more particularly to the exponential growth of international online trading. Moreover, a large number of the redundant workers are over the age of 55 and over 76 % are women. In view of this, I acknowledge the importance of active labour market measures co-funded by the EGF for improving the chances of reintegration in the labour market of these vulnerable groups.

2018 budgetary procedure (A8-0359/2017 - Siegfried Mureşan, Richard Ashworth)

The Council (CSL) refused to negotiate with the Parliament (EP) until the very last moment and all along the negotiations used the time factor to put pressure on the EP. The Council basically rejected to enter into real budgetary discussion and to discussing political priorities with the EP. I believe that such an approach aimed at forcing the EP delegation to operate in a stressful environment with a short amount of time to take decisions and therefore putting the EP Members under pressure is not the right approach to agree the European BUDG for 2018. Last but not least, most of the important priorities were given up during the negations and the ambitious BUDG for 2018 was seriously pushed down. In this context, I decided neither to support nor to block the final agreement and therefore I have abstained at the final vote.

Changes to the resources for economic, social and territorial cohesion and to the resources for the investment for growth and jobs goal and for the European territorial cooperation goal (A8-0358/2017 - Iskra Mihaylova)

I support the changes introduced to the resources for economic, social and territorial cohesion and to the resources for the investment for growth and jobs goal and for the European territorial cooperation goal. This is a needed technical adjustment to the Common Provisions Regulation (CPR) with simplified procedure under Rule 50.1
