Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Votei a favor deste relatório que diz respeito ao regulamento que cria um mecanismo de cooperação e intercâmbio de informações a nível europeu, com o objetivo de escrutinar os investimentos diretos estrangeiros.
Este novo mecanismo irá permitir que a União Europeia coordene a análise dos investimentos provenientes de países terceiros em setores estratégicos - que tão importantes são no caso português - a fim de verificar se estes ameaçam ou não a segurança ou a ordem pública.
Casos paradigmáticos como os setores da energia, transportes, água, saúde, telecomunicações e media, entre outros, vão ser escrutinados ao abrigo desta nova regulamentação que fará com que os Estados-Membros passem a informar-se, mutuamente, assim como a Comissão, sobre todos os investimentos diretos estrangeiros que forem objeto de análise pelas suas autoridades nacionais, sem colocar em causa os princípios da soberania ou da subsidiariedade, uma vez que falamos de processos e pareceres consultivos, não vinculativos, sendo a última palavra sempre dos Estados-Membros.

As negociações relativas ao acordo de comércio livre entre a UE e Singapura foram iniciadas em dezembro de 2009. Estas negociações, seguiram-se ao impasse verificado nas negociações para um acordo de comércio livre entre a UE e a região da ASEAN, o que levou o Conselho a autorizar negociações bilaterais com os diferentes Estados membros do ASEAN, a começar precisamente com Singapura.
Singapura constitui um centro nevrálgico e uma porta de entrada de bens e serviços na região Asiática, contribuindo por isso este acordo para reforçar os fluxos comerciais da UE com o resto da ASEAN e mesmo de toda a Ásia. O acordo reveste-se igualmente de importância fundamental para evitar que os exportadores da UE estejam em desvantagem concorrencial em relação às empresas sediadas em países com os quais Singapura já celebrou acordos.
Mais de 10 000 empresas europeias têm as suas sucursais asiáticas ou regionais em Singapura e dada a partilha de valores fundamentais como o Estado de direito, a democracia e o respeito pelos direitos humanos, bem como um forte empenhamento no desenvolvimento sustentável e num sistema de comércio mundial multilateral, só poderia votar favoravelmente a aprovação deste Acordo.

À semelhança do explanado na votação do relatório da Recomendação sobre o projeto de decisão do Conselho relativo à celebração do Acordo de Comércio Livre entre a UE e a Singapura, votei favoravelmente o presente relatório por reconhecer não só a importância intrínseca do Acordo em si como também, identificar no mesmo as inúmeras vantagens para ambas as partes contratantes.
