Main parliamentary activities

Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

. – Il regolamento sui requisiti di capitale, che si propone di conseguire la riduzione dei rischi nel settore bancario, non tratta i rischi bancari allo stesso modo. La normativa sui requisiti di capitale rimane infatti fortemente sbilanciata contro il rischio di credito, considerato il male numero uno, in un sistema drogato da derivati, titoli tossici e investimenti speculativi che non aiutano l'economia reale. Eppure gli strumenti per affrontare e contenere i rischi di mercato e i rischi sistemici rimangono blandi e non sono stati rafforzati.
Va riconosciuto però che il regolamento introduce una serie di misure, da me fortemente sostenute, di cui trarrà beneficio il sistema bancario italiano. Tra queste, l'ampliamento dei prestiti alle PMI che possono beneficiare di uno sconto di capitale; l'alleggerimento dei requisiti di capitale per prestiti garantiti con parte della pensione/stipendio, nonché per finanziamenti in infrastrutture; la sterilizzazione automatica degli effetti negativi sui bilanci delle maxi cessioni di NPL; l'alleggerimento degli oneri burocratici per le piccole banche.
È stata inoltre riconosciuta la possibilità di introdurre in futuro un fattore di sostegno per le attività verdi e sociali.
Ritenendo quindi che nel complesso le nuove norme facciano ben poco per risolvere le vere cause di instabilità finanziaria ma riconoscendo al contempo i risultati positivi, ho preferito optare per un'astensione.

. – Mi sono fortemente opposto a questa revisione della direttiva BRRD volta a introdurre nuovi requisiti minimi per le banche in materia di fondi propri e passività assoggettabili al bail in (MREL).
In base alla nuova normativa le banche europee saranno tenute a emettere nuovi titoli obbligazionari "bail inabili" per raggiungere entro pochi anni i target MREL stabiliti dall'autorità europea di risoluzione. Questi requisiti si applicheranno alle grandi banche d'affari così come alle banche medio piccole che non hanno facile accesso ai mercati obbligazionari e questo produrrà impatti asimmetrici sui diversi modelli di banca nei vari paesi.
I sistemi bancari basati sul modello di banca tradizionale di dimensione media o piccola come quello italiano registreranno infatti carenze e costi di raccolta più elevati, con potenziali effetti negativi sulla disponibilità di credito all'economia.
La direttiva introduce inoltre un nuovo potere di moratoria che consentirà all'autorità europea di risoluzione di congelare i conti correnti dei cittadini, inclusi i depositi protetti sotto i 100 000 euro, per massimo due giorni ancora prima che sia stata presa una decisione sulla risoluzione. Uno strumento ingiusto che rischia di far precipitare la situazione e rendere il bail in inevitabile.
Per questi motivi ho votato contro questa direttiva e il rispettivo regolamento.

. – La relazione di accompagnamento al discarico 2017 sulla Commissione europea, racchiude diverse tematiche, riguardanti perlopiù i risultati positivi raggiunti. Il problema è rappresentato dal fatto che esistono delle serie problematiche che sono state analizzate solo in parte o non in modo adeguato. In primo luogo, voglio mettere in risalto la questione delle differenze tra i tassi di errore forniti dalla Commissione europea e quelli calcolati dalla Corte dei conti; queste discrepanze sono gravi e possono essere il risultato di un problema ben più serio: la mancanza di controlli. In secondo luogo, il tasso di errore, soprattutto per i pagamenti, è ancora alto e ci vuole un sistema di controllo più efficace. Rimane poi la questione della procedura di nomina del Segretario generale della Commissione europea, uno scandalo non affrontato in modo abbastanza severo nella relazione; è stato però accolto un emendamento che richiede le dimissioni del Segretario generale e chiede di svolgere una nuova procedura di nomina che sia aperta, legale ed equa.
Per questi motivi ho votato astensione.
