Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Il dossier in oggetto è di natura tecnica e permette un'equa suddivisione dei contingenti tariffari negoziati a livello di OMC dall'Unione europea, al fine di garantire la continuità delle relazioni commerciali con i partner internazionali quando si verificherà l'uscita definitiva del Regno Unito. Sin dal giorno successivo al referendum sulla Brexit, le istituzioni europee si sono mosse per assicurare una transizione semplice e ordinata, che minimizzi le distorsioni del mercato e gli oneri amministrativi. Per questo accolgo con favore questa risoluzione, per la quale ho espresso il mio voto favorevole.

Implementation report on the trade pillar of the Association Agreement with Central America (A8-0459/2018 - Reimer Böge) IT  
 

A 5 anni dall'entrata in vigore provvisoria dell'Accordo di Associazione tra Unione europea e America centrale e nell'ottica di un sempre maggiore coinvolgimento del Parlamento europeo nel monitoraggio di tali accordi, la relazione in oggetto ha il merito di presentare una valutazione approfondita sull'attuazione del pilastro commerciale. In primis, cito un dato che mi sembra particolarmente rilevante: i flussi commerciali tra le due aree regionali sono aumentati di circa il 20% in questi anni, nonostante un contesto economico internazionale sfavorevole, a riprova dei benefici apportati dall'accordo. Ritengo tuttavia che vi siano aree in cui è necessario aumentare l'efficacia delle disposizioni dell'accordo, a partire dalla protezione delle indicazioni geografiche (IG). Inoltre, rispetto a commercio e sviluppo sostenibile, si auspica una rapida ratifica degli accordi multilaterali sulla lotta ai cambiamenti climatici (es. l'accordo di Parigi), nonché l'attuazione piena delle convenzioni fondamentali dell'OIL. Infine, sono da monitorare con particolare attenzione i recenti sviluppi di natura politica, soprattutto in Nicaragua, che rischiano di incidere negativamente sulla regione nel suo complesso. Per questi motivi ho votato a favore della relazione.

Establishing the InvestEU Programme (A8-0482/2018 - José Manuel Fernandes, Roberto Gualtieri) IT  
 

Il nuovo programma InvestEU racchiude, sotto un'unica configurazione, numerosi programmi di finanziamento dell'Unione già esistenti: tra gli altri, a titolo d'esempio, una parte dell'attuale COSME, dedicato alle PMI, così come il Fondo europeo per gli investimenti strategici. InvestEU rappresenta il grande strumento dell'Unione per favorire la creazione di posti di lavoro, stimolare gli investimenti e l'innovazione, creando un sistema di finanziamenti più semplice, efficiente e flessibile. Per il periodo 2021-2027, verranno mobilizzati investimenti per un valore di oltre 650 miliardi di euro, a supporto di ricerca e innovazione, PMI, infrastrutture sostenibili, digitalizzazione e molto altro. Sono certo che il programma avrà effetti benefici sia nel breve che nel lungo termine, migliorando la competitività dell'economia europea, intervenendo per affrontare le storture del mercato, favorendo la creazione di un modello di sviluppo sostenibile e inclusivo. Per tutti questi motivi, ho espresso con convinzione il mio voto favorevole.
