Dieser Vorschlag ist eine Notfallmaßnahme als Reaktion auf ein No-Deal-Szenario, das die Haushaltsbeziehungen zwischen der Union und dem Vereinigten Königreich ohne vereinbarte rechtliche Regelungen belassen wird. Der Vorschlag sieht die Möglichkeit vor, die Berechtigung zur Inanspruchnahme von EU-Finanzierungen für die britischen Unternehmen aus rechtlichen Verpflichtungen, die vor dem Entnahmedatum über diesen Zeitpunkt hinaus bis zum 31. Dezember 2019 eingegangen wurden, aufrechtzuerhalten. Diese Notfallmaßnahme steht unter der Bedingung, dass das Vereinigte Königreich eine schriftliche Verpflichtung eingeht und weiterhin zur Finanzierung des Haushalts 2019 gemäß den in diesem Vorschlag festgelegten Bedingungen beiträgt. Diese letzte Verpflichtung wäre vor dem 18. April 2019 fällig, während der 30. April die Frist für die erste Zahlung wäre. Ziel dieses Vorschlags ist es, unnötige Störungen für die Begünstigten zum Zeitpunkt des Austritts so weit wie möglich zu vermeiden, auch mit der Erwartung, dass dies eine finanzielle Regelung zwischen der Union und dem Vereinigten Königreich erleichtern würde. Ich habe für den Bericht gestimmt.

European Border and Coast Guard (A8-0076/2019 - Roberta Metsola) DE

Durch den Ausbau von Frontex im Jahr 2016 wurde die Europäische Agentur für Grenz- und Küstenwache (EBCG) in ihrer heutigen Form geschaffen. Das neue Mandat dieser Agentur sollte den verstärkten Herausforderungen beim Schutz der EU-Außengrenzen insbesondere seit der 2015 ausgebrochenen, von Staaten wie Deutschland mitverschuldeten Migrationskrise Rechnung tragen. Da nach wie vor der Schutz der Schengen-Außengrenze nicht gewährleistet ist, beabsichtigt diese neue Verordnung eine weitere Aufstockung von Frontex auf eine ständige Reserve von 10 000 Grenzbeamten bis zum Jahr 2027. Diese ständige Reserve soll die EU-Mitgliedstaaten bei Grenzkontrollen, Rückführungsaufgaben sowie beim Kampf gegen grenzüberschreitende Kriminalität unterstützen. Zudem sollen das ständige Personal bei Frontex von derzeit einigen hundert auf 3000 bis ins Jahr 2025 aufgestockt und das europäische Grenzüberwachungssystem EUROSUR in das neue Mandat mit einbezogen werden. Mit dem neuen Mandat belaufen sich die Kosten für Frontex bis 2027 auf rund 12,5 Mrd. EUR. Zwar kann das neue Mandat die Migrationskrise alleine nicht lösen. Zudem wäre es sinnvoll, wenn Rückführungen Nicht-Schutzbedürftiger von einem Drittstaat in einen anderen ermöglicht werden könnten, was diese Verordnung nicht vorsieht. Dennoch begrüße ich die Ausweitung des Mandates für Frontex als wichtigen Baustein zur Wiedererlangung von Kontrolle an den Schengen-Außengrenzen und stimme diesem Bericht daher zu.

Sovereign bond-backed securities (A8-0180/2019 - Jonás Fernández) DE

Das Legislativvorhaben über staatsanleihebesicherte Wertpapiere soll ein neues Verbriefungsprodukt mit unterschiedlich riskanten Tranchen schaffen, das mit einem Pool aus Staatsanleihen der Eurozone hinterlegt ist. Damit soll die verhängnisvolle Verbindung aus Staats- und Bankenpleiten aufgelöst oder zumindest gemildert werden. Ich sehe dieses Produkt sehr skeptisch, zum einen aus grundsätzlichen Überlegungen: Im Falle einer Krise an den Märkten könnten sich die Europäische Zentralbank (EZB) oder Mitgliedstaaten genötigt sehen, zugunsten anderer Mitgliedstaaten zu intervenieren, um die Integrität des Produkts zu wahren. Das würde zu EU-Gemeinschaftsanleihen (Eurobonds) durch die Hintertür führen. Auf technischer Ebene bin ich gegen die relativ starre Aufteilung gemäß dem EZB-Kapitalschlüssel und gegen die Vorgaben hinsichtlich der Größe der einzelnen Tranchen, weil die geringe Größe der Junior-Tranchen die Senior-Tranche gefährlicher macht. Aus diesen Gründen habe ich dem Gesetzesvorschlag nicht zugestimmt.
