Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. . – Oggi ho votato a favore dell'accordo di cooperazione giudiziaria penale tra Eurojust e il Regno di Danimarca. L'accordo di cooperazione giudiziaria penale tra Eurojust e il Regno di Danimarca, è necessario a seguito della "lisbonizzazione" di Eurojust. Alla luce dello status speciale assunto dalla Danimarca nell'ambito della giustizia penale, a seguito del trattato di Lisbona, la Danimarca non partecipa al nuovo regolamento e non è da esso vincolata. Tuttavia, la Danimarca ha manifestato il desiderio di continuare a partecipare alle attività di Eurojust. A tal fine è necessaria la conclusione di un accordo di cooperazione tra la Danimarca ed Eurojust (analogo all'accordo che la Danimarca ha dovuto concludere in seguito alla "lisbonizzazione" di Europol).

CO2 emission performance standards for new heavy-duty vehicles (A8-0354/2018 - Bas Eickhout) IT

. – Oggi ho votato a favore della proposta di regolamento che definisce i livelli di prestazione in materia di emissioni di CO2 dei veicoli pesanti nuovi. Il settore dei trasporti, le cui emissioni sono in aumento, deve fornire un contributo sostanziale agli sforzi dell'Unione nell'ambito del clima. Ritengo quindi che ridurre le emissioni di CO₂ generate dal settore dei trasporti sia essenziale. Qualsiasi ritardo nel settore comporterebbe sforzi notevoli da parte degli altri settori, compresa l'agricoltura, per garantire il rispetto degli impegni assunti nel quadro dell'accordo di Parigi. Mercati importanti per i veicoli pesanti, come Stati Uniti, Canada, Giappone e Cina, hanno recentemente introdotto obblighi di riduzione delle emissioni e/o del consumo di carburante per i veicoli pesanti, allo scopo di stimolare l'innovazione e garantire uno rapido sviluppo e una rapida diffusione delle tecnologie a basse o zero emissioni nel settore. Per rispondere a tale pressione crescente della concorrenza mondiale, i produttori di veicoli pesanti dell'UE devono investire rapidamente nelle tecnologie a basse o zero emissioni. Per evitare che tali investimenti si dirigano unicamente verso i mercati non europei in cui sono state istituite norme volte a ridurre le emissioni, è necessario che anche l'UE stabilisca obblighi analoghi.

Promotion of clean and energy-efficient road transport vehicles (A8-0321/2018 - Andrzej Grzyb) IT

. – Oggi ho votato a favore della proposta di direttiva, relativa alla promozione di veicoli puliti e a basso consumo energetico nel trasporto su strada. L'obiettivo di questa proposta, è di aumentare la diffusione dei veicoli puliti, vale a dire dei veicoli a basse emissioni o a zero emissioni, negli appalti pubblici e quindi, a contribuire a ridurre le emissioni complessive dei trasporti e ad aumentare la competitività e la crescita nel settore dei trasporti. L'appalto pubblico rimane uno strumento importante di stimolo della domanda anche nel campo dei trasporti pesanti. I fabbricanti dell'UE devono tuttavia essere tutelati dalla concorrenza sleale. Pertanto, bisogna proporre che i veicoli adibiti al trasporto su strada che sono prodotti da fabbricanti con sede in paesi terzi ,nei quali i fabbricanti dell'UE non hanno accesso alle offerte mediante appalti pubblici per l'acquisto, il leasing, la locazione o la vendita a rate di veicoli adibiti al trasporto su strada, non siano presi in considerazione ,ai fini del conseguimento degli obiettivi minimi di appalto.
