Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. Desde el primer momento, nuestra postura ha sido defender los derechos de los trabajadores por encima de los intereses de las empresas y de la feroz y desregulada libre competencia. En un sector totalmente precario como es el del transporte, no podemos permitirnos ni un movimiento en falso que perpetúe la indecencia del dumping social. En el caso concreto de los conductores, esta situación se hubiese visto solventada con la aplicación de la Directiva de trabajadores desplazados también en el sector del transporte. Sin embargo, se insistió en redactar una lex specialis y como resultado, tenemos unas condiciones que van a llevar a más dumping social, a más contrataciones para circunvalar los derechos de los trabajadores y a no pagar un igual salario por igual trabajo. Las excepciones que surgen de esta propuesta normativa son tan amplias que los conductores van a poder seguir circulando por la Unión Europea haciendo cargas y descargas sin importar en qué país se encuentren. Nuestra propuesta desde la Comisión EMPL fue siempre mejor para los conductores y conductoras, y teniendo esa posibilidad sobre la mesa, el Parlamento ha preferido aprobar los compromisos que perjudican al trabajador. Es por ello que hemos votado en contra de esta normativa.

Dentro de este informe, había dos puntos claves que para nosotros era imprescindible mantener en la nueva normativa para que pudiésemos apoyarla. El primero era el mantenimiento de las dos semanas como periodo de referencia para calcular los descansos de los conductores y conductoras. El segundo era la prohibición del descanso largo en la cabina del camión. En los compromisos propuestos ambas condiciones se encontraban recogidas, así como la introducción paulatina del tacógrafo digital, por lo que decidimos votar a favor. Sin embargo, hay que reconocer que la propuesta de la Comisión EMPL era significativamente mejor y que hubiésemos preferido que dicha propuesta se adoptase. Sin embargo, debido a los votos en bloque, no hubo oportunidad siquiera de votarla.

Este es el único informe que desde el principio ha cumplido con las expectativas generales en el paquete sobre movilidad, ya que se enfocó desde el principio como una normativa para regular la práctica del cabotaje. Ya en la Comisión EMPL surgió una propuesta similar en la opinión y es por ello que decidimos apoyar el informe también en la Comisión TRAN cuando se votó. Este ha sido el único informe aprobado en todas las votaciones anteriores y el único que ha contado desde el primer momento con el apoyo de esta delegación. Celebramos, por tanto, que se haya adoptado, y votamos a favor.
