Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Ich habe heute für die Einleitung eines Artikel-7-Verfahrens gegen Ungarn gestimmt wegen des Gesetzes gegen Nicht-Regierungsorganisationen und der Politik gegen die Freiheit von Forschung und Lehre – diese Politik stellt eine Verletzung von entscheidenden Prinzipien von Demokratie und Rechtsstaatlichkeit dar – trotz der unfassbar schlechten Fassung des Berichts Sargentini.
Dort werden politische Fragen, bei denen man nicht zustimmen mag, die aber nichts mit Artikel 7 zu tun haben und Artikel-7-relevante Themen sachfremd vermischt. Das trägt nicht zur Glaubwürdigkeit des Verfahrens bei.
Ich warte nun gespannt, wann die Sozialisten und die Liberalen die Standards von Artikel 7 auf ihre Regierungen in Rumänien und Malta bzw. in der Tschechischen Republik anwenden.
Sonst muss angenommen werden, dass sie aus puren parteipolitischen Motiven handeln.

The situation of the rule of law and democracy in Poland (B8-0594/2017, B8-0595/2017) DE

. – Ich bin tief erschrocken wegen des ECR-Entschließungsantrags und vor allem der Reden der polnischen Abgeordneten Legutko und Saryusz-Wolski.
Legutkos substanzlose Hassrede gegen Deutschland erinnerte mich an die Reden der alten kommunistischen Herrscher Polens, die sich mit antideutschen Reden legitimieren wollten. Die Menschen waren klüger – wie auch Papst Johannes Paul II.
Die Behauptung, dass die Kritik an der Politik der polnischen Regierung gegen Rechtsstaatlichkeit, Demokratie, Medienfreiheit und Zivilgesellschaft gegen die Souveränität Polens verstößt, war auch stets die Position der alten kommunistischen Diktatur. Diese universellen Werte waren und sind auch Bedingung für die EU-Mitgliedschaft.
Schon zur Zeit des Kriegsrechts habe ich mich in und außerhalb Polens intensiv für die Freiheit dieses großen Landes und ab 1989 auch als Hauptberichterstatter des EP für die EU-Mitgliedschaft eingesetzt.
Die vielen polnischen Bürger, die mutig für die demokratischen und rechtsstaatlichen Werte in Polen eintreten, haben meine Achtung und Bewunderung.
