Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Ik stemde voor dit besluit van het Europees Parlement. Het Europees Parlement legt hierbij uit hoe zij artikel 32, lid 5, eerste alinea, tweede streepje, van het Reglement interpreteert. Dat artikel betreft de politieke verklaring voor oprichting van een fractie:
"De politieke verklaring van een fractie vermeldt de door de fractie verdedigde waarden alsook de voornaamste politieke doelstellingen die haar leden voornemens zijn samen na te streven in het kader van de uitoefening van hun mandaat. De verklaring bevat een wezenlijke, onderscheidende en waarachtige beschrijving van de gemeenschappelijke politieke strekking van de fractie."

Horizon Europa is het meest ambitieuze onderzoeks- en innovatieprogramma dat de EU ooit heeft voorgesteld. Onderzoek en innovatie zijn – net zoals onderwijs – fundamenteel voor de toekomst van Europa, voor het aanpakken van mondiale uitdagingen, voor het verbeteren van de productiviteit en voor het waarborgen van het concurrentievermogen van de EU op lange termijn. Van de begroting van Horizon Europa zal ten minste 35 % naar klimaatgerelateerd onderzoek gaan. Er zal o.a. ook meer steun zijn voor kmo's en start-ups, alsook voor de creatieve sector. Ik stemde voor.

Space programme of the Union and the European Union Agency for the Space Programme (A8-0405/2018 - Massimiliano Salini) NL

Het ruimtevaartprogramma beoogt de civiele ruimtevaartprogramma's Copernicus, Galileo en Egnos te behouden en verder te ontwikkelen. Het voorstel introduceert twee nieuwe programma's, GOVSATCOM (beveiligde satellietcommunicatie voor overheidsgebruik) en SST (gewijd aan het bewaken van ruimtepuin). Het stelt ook het Agentschap van de EU voor het ruimtevaartprogramma in. De belangrijkste doelstellingen zijn:
1. maximaliseren van de voordelen van de ruimtevaart voor de maatschappij en de economie van de EU, door het gebruik van Galileo en Copernicusdiensten voor mobiele telefoons, auto's, landbouw en klimaatverandering te bevorderen en de toegang tot ruimtegegevens te verbeteren;
2. bevorderen van een wereldwijd concurrerende en vernieuwende Europese ruimtevaartsector, door het voor bedrijven en start-ups gemakkelijker te maken toegang te krijgen tot ruimtegegevens via speciale industriegeleide platforms (DIAS), zodat zij diensten en toepassingen kunnen ontwikkelen;
3. versterken van de autonomie van Europa inzake toegang tot de ruimte in een klimaat van zekerheid en veiligheid, door de ontwikkeling van kosteneffectieve, betrouwbare en concurrerende Europese draagraketten te ondersteunen;
4. versterken van de rol van Europa als mondiale speler en bevorderen van internationale samenwerking.
Ik stemde voor.
