A graduate of Edinburgh University. Worked in the Directorate-General for External Relations at the European Commission (1976-1980); assistant to the Deputy Director-General for Agriculture in charge of agricultural markets (1980-1983).
In the European Parliament: rapporteur on the European Union Budget (1996; 2007); founder and Chairman of the European Parliament's All-Party Group on Kashmir (2000). In the EPP-ED Group: Vice-Chairman (1999-2004); budget spokesman for the Group (1994-1999).
