Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. J’ai voté en faveur du règlement visant à renforcer la sécurité alimentaire et la confiance des consommateurs faisant suite aux préoccupations soulevées par l'initiative citoyenne européenne sur le glyphosate, concernant la transparence des études scientifiques utilisées pour évaluer les pesticides.
Les nouvelles règles visant à garantir la fiabilité, l’objectivité et la transparence de la procédure européenne d'évaluation des risques en matière de sécurité alimentaire prévoient la création d’une base de données européenne commune des études commanditées. Ceci afin de dissuader les entreprises qui demandent une autorisation de passer sous silence les résultats des études défavorables. De plus l'Autorité européenne de sécurité des aliments pourra rendre publiques les études.
Par ailleurs, afin de garantir la transparence des nouvelles règles, les demandeurs devront divulguer toutes les informations pertinentes pour l'évaluation de la sécurité. Toutefois, certains renseignements, tels que le procédé de fabrication ou de production, pourront demeurer confidentiels. Ces nouvelles règles permettront de disposer d’un processus décisionnel fondé sur les preuves scientifiques, de garantir un haut niveau de sécurité et de santé publique et de renforcer la confiance du public dans le processus décisionnel.

European Border and Coast Guard (A8-0076/2019 - Roberta Metsola) FR

J’ai voté en faveur du Règlement relatif à l'Agence européenne de garde-frontières et de garde-côtes. L’objectif est de créer un nouveau corps permanent pour soutenir les États membres en matière de contrôle aux frontières et de retour, ainsi que de lutte contre la criminalité transfrontière.
Le corps permanent sera composé de garde-frontières et garde-côtes employés par l'Agence ainsi que de personnel détaché sur une base obligatoire par les pays de l'UE. Après un déploiement initial de 5 000 personnes en 2021, le corps permanent devrait être pleinement opérationnel d'ici 2027 avec 10 000 agents. Une réserve de réaction rapide sera également créée pour les interventions urgentes aux frontières.
L'Agence pourra enfin réellement soutenir les procédures de retour notamment en identifiant les ressortissants de pays tiers en séjour irrégulier et en aidant les autorités nationales à obtenir les documents de voyage.
Il est également prévu de renforcer la coopération avec les pays tiers, en permettant la conclusion de nouveaux accords de réadmission allant au-delà de la limitation actuelle aux pays du voisinage de l’UE.
De plus, un nombre important d'observateurs des droits fondamentaux évalueront en permanence que les activités de l'Agence respectent les droits fondamentaux.

Tackling the dissemination of terrorist content online (A8-0193/2019 - Daniel Dalton) FR

J’ai bien entendu voté en faveur de la position du Parlement sur le Règlement relatif au retrait des contenus terroristes en ligne.
Le texte prévoit que les entreprises du net devront supprimer les contenus terroristes au plus tard 1 heure après avoir reçu une injonction des autorités. Les entreprises qui ne respecteront pas cette injonction de façon systématique et persistante pourront se voir infliger des sanctions allant jusqu’à 4% de leur chiffre d’affaires mondial.
Cependant, pour soutenir les plus petites plateformes, il est prévu que les entreprises n’ayant jamais reçu d’injonction de suppression devront être contactées par les autorités compétentes afin d’être informées des procédures et des délais, et ce au moins 12 heures avant l’envoi de la première injonction de suppression.
Par contre, si une entreprise reçoit un nombre significatif d’injonctions de suppression, les autorités pourront lui demander de mettre en œuvre des mesures supplémentaires spécifiques (reporting régulier aux autorités, augmentation des ressources humaines...).
Les contenus diffusés dans un but éducatif et journalistique ne sont pas concernés et le texte précise clairement que l’expression de points de vue polémiques et controversés sur des questions politiques sensibles ne doit en aucun cas être considérée comme du contenu terroriste.
