Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Meine Stimme für den Europäischen Fonds für regionale Entwicklung (EFRE) und den Kohäsionsfonds (KF) unterstützt Investitionen in Höhe von 272 Milliarden Euro für Innovation, soziale Projekte, Infrastruktur inklusive Netzausbau sowie den Kampf gegen den Klimawandel für die Jahre 2021 bis 2027. In Europa sollen damit 1 Million Arbeitsplätze geschaffen werden, und ich habe mich dafür eingesetzt, dass keine Region davon ausgenommen wird.
Ich habe bei den Änderungsanträgen für ambitioniertere Ziele im Kampf gegen den Klimawandel gestimmt und gegen Millionen Euro öffentliche Investitionen für Flughäfen und Investitionen in fossile Brennstoffe. Ich freue mich, dass wir uns in Bezug auf die fossilen Energieträger durchsetzen konnten und somit sozial und ökologisch nachhaltige Investitionen in die Zukunft sicherstellen können.
Die Anträge gegen verschwenderische Investitionen in Flughäfen wurden leider von einer konservativen Mehrheit niedergestimmt, ebenso wie Anträge, mit denen Integrationsmaßnahmen für Flüchtlinge und MigrantInnen sinnvollerweise bereits bei deren Ankunft beginnen können.

Die SPD-Gruppe im Europaparlament wendet sich weder gegen eine Europäische Verteidigungsunion noch gegen PESCO, sowie die dadurch entstehenden Synergie- und Einsparungseffekte. Um die Verteidigungsunion umzusetzen, brauchen wir aber vor allem den politischen Willen der Mitgliedstaaten. Eine Stärkung der Wettbewerbsfähigkeit der bereits heute gut aufgestellten europäischen Verteidigungsindustrie, die mit dem Europäischen Programm zur industriellen Entwicklung im Verteidigungsbereich angestrebt wird, ist hingegen falsch konzipiert. Denn es löst die Probleme bestehender Doppelstrukturen und Inkompatibilitäten in der Rüstungsbeschaffung nicht. Stattdessen befördert der Fokus auf die Wettbewerbsfähigkeit vor allem europäische Waffenexporte. In diesem Zusammenhang kritisieren wir die mangelnde Exportkontrolle. Einer Subventionierung für prosperierende Rüstungskonzerne mit europäischem Steuergeld aus zivilen Förderprogrammen stimmen wir als SPD-Gruppe im Europaparlament nicht zu. EU-Mittel sollten im Rahmen einer EU-Industriestrategie an Sektoren mit wirklichem Förderungsbedarf vergeben werden.

Conclusion of the EU-Canada CETA (B8-0141/2017, B8-0142/2017, B8-0143/2017, B8-0144/2017, B8-0145/2017, B8-0146/2017) DE

Ich habe für das CETA-Abkommen mit Kanada gestimmt, da wir Sozialdemokratinnen und Sozialdemokraten den Text nach intensiver Analyse in entscheidenden Punkten verbessert haben. Ich halte es für wichtig, mit dem Abkommen den Grundstein für eine faire, nachhaltige Handelspolitik zu setzen, gerade in Zeiten von zunehmendem Protektionismus und Hegemonieansprüchen.
Wir Sozialdemokratinnen und Sozialdemokraten haben uns als einzige Fraktion im Europäischen Parlament intensiv mit den Inhalten des Abkommens auseinandergesetzt, Verbesserungen gefordert und diese auch durchgesetzt. So haben wir zum Beispiel unsere Kernforderung erreicht, die intransparenten Schiedsstellen aus dem fertig ausgehandelten Vertrag zu streichen. Dies ist ein einmaliger Erfolg in der Geschichte der EU-Handelspolitik. Zudem haben wir Sozialdemokraten die Verankerung und Stärkung von Arbeitnehmerrechten durchgesetzt.
In der Gesamtabwägung sind wir deswegen nach intensiven Debatten zu dem Schluss gekommen, dass der uns vorliegende Text unsere Unterstützung erhalten kann.
Das CETA-Abkommen bietet die Grundlage, auf der zukünftige Abkommen aufbauen müssen.
