A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. Es ist wichtig, dass der Untersuchungsausschuss zu den Panama Papers mit Hilfe vieler engagierter Journalisten und Hinweisgeber das globale Ausmaß von Steuervermeidung, Steuerhinterziehung und Geldwäsche umfangreich aufgearbeitet hat. In der EU gehen jedes Jahr 1 Billion Euro verloren, verloren für Schulen, Krankenhäuser oder Infrastruktur. Die Frage ist: Was können wir auf EU-Ebene dagegen tun? Wir brauchen unbedingt einen EU-weiten Mindestsatz für die Körperschaftssteuer! Und wir brauchen Kriterien, die eine tatsächliche wirtschaftliche Betätigung am Ort der Steuerpflicht regeln, nicht nur Telefonnummern oder Briefkästen. Aber warum räumen wir nicht zuerst in der EU auf? Die Niederlande haben zum Beispiel 4000 individuelle Steuerdeals vereinbart bei denen es um Millionen Euro geht. Von diversen britischen Inseln und ihren Vorzügen ganz zu schweigen. Solange einzelne Mitgliedstaaten im Rat ambitionierte Reformen blocken und solange das Parlament kein stärkeres Mitspracherecht bei Steuerfragen hat, wird es wenige Fortschritte geben. Wir sind die Stimme der Bürger, die so etwas nicht mit sich machen lassen wollen. Wenn wir glaubhaft bleiben wollen, dann muss sich bei den Mitgliedstaaten dringend etwas ändern!
