Main parliamentary activities 

Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

The situation in Hungary (A8-0250/2018 - Judith Sargentini) DE  
 

. – Wir haben gegen den Bericht gestimmt. Denn die Voraussetzungen für die Einleitung eines Rechtsstaatsverfahrens gegen Ungarn sind unseres Erachtens nicht gegeben, und der Bericht enthält zahlreiche politische Bewertungen zur ungarischen Politik, die wir nicht teilen. Die Europäische Kommission hat gegen Ungarn zu Recht verschiedene Vertragsverletzungsverfahren eingeleitet, z. B. wegen der ungarischen Mediengesetzgebung. Ungarn hat auf viele Beschwerden reagiert und die jeweiligen Gesetze geändert. Zahlreiche Verfahren wurden daher abgeschlossen. Die Einleitung dieser Verfahren begrüßen wir, da sich alle Mitgliedstaaten an geltendes europäisches Recht halten müssen.
Ein Rechtsstaatsverfahren ist nur einzuleiten, wenn die eindeutige Gefahr einer schwerwiegenden Verletzung der europäischen Werte besteht. Das Rechtsstaatsverfahren kann zum Entzug der Stimmrechte eines Mitgliedstaates führen. Der Bericht Sargentini schießt weit über das Ziel hinaus. In dem Bericht werden unberechtigte Vorwürfe erhoben, bereits abgeschlossene Verfahren wieder thematisiert und politisch motivierte Bewertungen zu Migration und anderen Themen vorgenommen, die nichts mit einem Rechtsstaatsverfahren zu tun haben.
Ungeachtet eines Artikel-7-Verfahrens erwarten wir, dass es zu einem intensiven Dialog der Kommission mit Ungarn kommt, um jegliche Zweifel auszuräumen, dass es keine Einschränkungen der wissenschaftlichen Freiheit und der legitimen Betätigung von NGOs in Ungarn gibt.
