A causa dell'epidemia Covid-19 il traffico aereo si è praticamente azzerato, con un calo previsto nel primo trimestre del 2020 di 67 milioni di passeggeri.
Ciononostante, secondo il regolamento UE sulle bande orarie, le compagnie aeree sono obbligate ad utilizzare l'80 % degli slot a loro assegnati per non perderne l'assegnazione e la conseguente rimessa sul mercato. Così alcune compagnie aeree fino a che hanno potuto hanno effettuato tratte con pochissimi passeggeri, fino poi a doversi fermare del tutto.
É stata pertanto proposta una deroga al regolamento esentando i vettori dalla soglia minima fino al 30 giugno 2020.
Consiglio e Parlamento condividono la necessità di estendere tale deroga a tutta la stagione aerea estiva, ovvero fino al 24 ottobre, con monitoraggio e valutazione della situazione entro il 15 settembre.
Si è favorevoli alla proposta.
Si sarebbe preferita una modifica dell'estensione a tutta la stagione aerea estiva, ovvero fino al 24 ottobre. Purtroppo non si è riusciti a far rientrare nell'intervento anche il mese di febbraio, così come richiesto da alcune compagnie aeree.

La situazione pandemica di eccezionale gravità, con impatti straordinari sull'economia, sulle imprese e sui lavoratori degli Stati membri, venutasi a creare a seguito dell'epidemia di Covid 19, ha portato alla proposta un'iniziativa di intervento tesa a favorire gli investimenti mobilitando le risorse di liquidità presenti nei fondi di investimento e strutturali europei, per rispondere rapidamente e prontamente alla crisi.
Con questa nuova iniziativa si propone di destinare 37 miliardi di euro nell'ambito della politica di coesione per la lotta contro il Coronavirus, rinunciando a richiedere agli Stati membri il rimborso dei prefinanziamenti non spesi del Fondo europeo di Sviluppo Regionale (FESR), del Fondo Sociale Europeo (FSE), del Fondo di Coesione (FC) e del Fondo europeo per gli Affari marittimi e la Pesca (FEAMP) fino alla chiusura del programma, per un totale di circa 8 miliardi, che potranno sbloccare circa 29 miliardi di euro di finanziamenti nell'ambito dei programmi della politica di coesione 2014-2020.
Si è favorevoli a questa iniziativa tesa ad agevolare ed aumentare gli investimenti a favore delle economie, delle imprese e dei lavoratori.

Financial assistance to Member States and countries negotiating their accession to the Union that are seriously affected by a major public health emergency IT

Poiché attualmente il Fondo di solidarietà dell'Unione europea (FSUE) è limitato alle catastrofi naturali che generano danni materiali, non contemplando i danni biologici, è stato proposto di estendere tale Fondo anche alle gravi emergenze di sanità pubblica.
Viene quindi aggiunto nel testo questo nuovo riferimento tra le possibilità fornite dal FSUE, ovvero, la possibilità di fornire rapidamente assistenza, anche medica, alla popolazione colpita da una grave emergenza di sanità pubblica e a proteggere la popolazione dal rischio di essere colpita, ad esempio attraverso la prevenzione, il monitoraggio o il controllo della diffusione di malattie, la lotta contro i gravi rischi per la salute pubblica o l'attenuazione del loro impatto sulla salute pubblica; derogando peraltro all'attuale limite del 10% (con limite massimo di 30 milioni) nel finanziare gli anticipi previsti dal FSUE, portandolo al 25% con l'elevazione del limite a 100 milioni.
Nonostante si continui a ritenere che le misure legate al Fondo di solidarietà dell'Unione europea, non siano uno strumento risolutivo né un generoso aiuto, data la portata emergenziale, si è votato favorevolmente affinché anche questo strumento possa essere utilizzato per l'emergenza coronavirus, sottolineando che le risorse a disposizione sono comunque insufficienti rispetto alla gravità della situazione.
