  • Tax inspector (1968). Director General for Community Development, Ministry of Culture (1977-1979). Practising lawyer (since 1990).
  • Member of the Congress of Deputies (1977-1979). Chairman of the Committee of Petitions of the Spanish Parliament (1979-1982). Spokesman on economic and financial affairs (1986-1989; 1989-1993; 1993-1994).
  • Member of the European Parliament (since 1994). Vice-Chairman of the Subcommittee on Monetary Affairs (1994-1999). Vice-Chairman of the Committee on Economic and Monetary Affairs (1999-2004).
  • Grand Cross of Civil Merit (1982). Order of Constitutional Merit (1983).
