Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Coincido con las líneas generales del informe del Sr. Ponga, «Informe sobre la Estrategia UE-África: un impulso para el desarrollo», que pone de relieve importantes aspectos de la relación birregional a la vista de la próxima Cumbre de finales de este mes en Abiyán. Sin embargo no estoy de acuerdo con todo su contenido, en particular con algún elemento —que no se ha podido votar de forma separada— del apartado 42.

La delegación española del Grupo del PPE está de acuerdo con la idea sustantiva de la Resolución del Parlamento Europeo sobre condiciones y sistemas penitenciarios, pero los apartados 21 y 29 no los podemos aceptar porque el acercamiento de presos es una historia vinculada al sufrimiento de muchas víctimas inocentes del fenómeno terrorista en España. Tampoco podemos olvidar que la política de dispersión de presos ha jugado un papel crucial para la derrota de la organización terrorista ETA.
