Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. A comprehensive European Union framework on endocrine disruptors (B8-0241/2019) FR

J’ai soutenu ce texte car il est urgent d’agir pour mieux identifier les substances dangereuses que l’on retrouve dans notre quotidien. L’identification et l’interdiction des perturbateurs endocriniens avérés, qui sont sources de cancers et problèmes hormonaux, est une question de santé publique. Le Parlement demande donc à la Commission de mettre rapidement sur la table une définition scientifique claire et transversale, permettant de cibler les perturbateurs endocriniens dans différents secteurs (cosmétiques, pesticides, jouets et plastiques, produits chimiques...). L’identification de ces substances permettra ensuite de modifier les réglementations applicables et de se prononcer sur leur interdiction définitive.

J’ai soutenu ce texte car il vise à renforcer le contrôle des frontières extérieures de l’Union européenne. En effet, il s’agit d’un règlement qui prévoit de doter l’agence européenne d’un corps permanent de 10 000 garde-frontières, opérationnel d’ici 2027. C’est une importante victoire du groupe PPE, qui réclamait depuis longtemps une augmentation des moyens pour le contrôle des frontières et la création d’un vrai corps européen, à même d’aider les États membres à faire face aux flux d’immigration irrégulière. Le texte permettra aussi de mieux organiser en commun le retour des migrants qui ne sont pas éligibles à l’asile. Cela montre que l’Europe, lorsqu’elle est unie, peut véritablement répondre au défi migratoire.

J’ai voté en faveur de ce rapport car il doit permettre de redonner confiance à nos concitoyens dans les études conduites par l’Agence européenne de sécurité des aliments. Fragilisée par des polémiques autour de l’autorisation de commercialisation donnée à certains pesticides comme le glyphosate, l’Agence doit regagner la confiance des citoyens en conduisant ses études de façon plus transparente et plus indépendante. Ce texte donne ainsi davantage de moyens à l’Agence afin qu’elle puisse conduire ses propres évaluations et se baser sur une science plus objective.
