I voted in favour of this report which sets out the European Parliament recommendation on the future composition of the European Parliament once the UK exits the EU. The report proposes a reduction of 46 EP seats as the UK leaves the Union, and limits the redistribution of UK seats to 27 seats used to bring the distribution in line with Treaty requirements. 705 MEPs are expected to be elected in 27 Member States in the 2019 European elections. Once the European Council adopts this decision at the European Council meeting in June, Member States will roll out the necessary preparations for the European Parliament elections scheduled between 23 to 26 May 2019.

EU-Iceland Agreement on supplementary rules for external borders and visas for 2014-2020 (A8-0196/2018 - Anders Primdahl Vistisen)

I voted in favour of the recommendation to support the agreement between the EU and Iceland because it reflects the shared responsibility for an efficient, high and uniform level of control at the external borders in compliance with fundamental freedoms and human rights. This agreement serves to conclude the arrangements for the participation of Iceland in the ISF Borders and Visa programme.

State of play of recreational fisheries in the EU (A8-0191/2018 - Norica Nicolai)

I voted in favour of this report, as I believe that we need to monitor the impact of recreational fisheries in the EU when considering future regulations. We need to find the right way of including recreational fisheries in the next common fisheries policy. This can be achieved only after a complete evaluation based on reliable full data and a fair definition of recreational fisheries: otherwise it is going to be difficult to understand which data Member States must collect. It should be noted that the impact varies between fish stocks, from 2% to 72% of the total catch. Within this context, marine and freshwater recreational and semi-subsistence fisheries could represent a significant source of fishing mortality, have an impact on ecosystems, and interact with commercial fisheries and users of the marine and freshwater environment. However, the evidence needed to manage these fisheries is often limited and difficult to collect because of the large numbers of widely distributed small fishing vessels and individuals on the shore, exploiting highly mixed fisheries using a variety of gear types.

Clearing obligation, reporting requirements and risk-mitigation techniques for OTC derivatives and trade repositories (A8-0181/2018 - Werner Langen)

I voted in favour of adopting the mandate for trilogue negotiations. The main objective of EMIR is to reduce systemic risk by increasing the transparency of the derivatives market, through different requirements. The Commission proposal to amend the EMIR Regulation simplifies the rules applicable to over-the-counter derivatives and makes them more proportionate in order to reduce costs and the regulatory burden weighing on market participants, without putting financial stability at risk. There was broad agreement in the European Parliament on this proposal, the most controversial point being the treatment of pension funds.

Common rules in the field of civil aviation and European Union Aviation Safety Agency (A8-0364/2016 - Marian-Jean Marinescu)

. ‒ The EPP line was overwhelmingly preserved. The new regulation contains, for the first time, Europe-wide rules for the registration and certification of drones. Also, the EASA will start developing risk-based safety procedures for national aviation authorities instead of the one-size-fits-all that is currently used. A risk and performance-based approach like the one adopted today is long overdue and will improve the effectiveness of our safety controls and significantly cut red tape for airlines and airports.

CO2 emissions from and fuel consumption of new heavy-duty vehicles (A8-0010/2018 - Damiano Zoffoli)

. ‒ I voted in favour of this Report, which constitute a necessary step closer for the EU to meet the ambitious targets for emissions reduction in 2030, to which the transport sector must contribute. The heavy-duty vehicles (HDV) sector is a significant source of emissions, representing 5 per cent of total EU emissions, about 20 per cent of all transport emissions and close to 25 per cent of road transport emissions. Without further action this will increase to around 30 per cent in 2050. This proposal for a Regulation lays down precise requirements for the monitoring and reporting of CO2 emissions from and fuel consumption of new HDVs registered in the EU. It also implements the 2016 European Strategy for Low-Emission Mobility, whose goals include reducing greenhouse gas emissions in road transport by at least 60 per cent in 2050 and drastically reducing the emission of air pollutants.

Modernisation of education in the EU (A8-0173/2018 - Krystyna Łybacka)

Keeping the educational system throughout the EU updated and modernised is essential in order to keep the EU competitive. The report sends a strong signal to the Member States and regional authorities as regards the need to increase investment in education, using the European Structural and Investment Funds, and to support teachers and managers, both in the area of modern technologies and in the development of learner—centred teaching methods. High-quality education should be measured by the wealth of knowledge and skills passed on, as well as creativity and a capacity for lifelong learning. I particularly support the commitment to uphold the principles laid out in the EU New Skills Agenda as well as the employment opportunities of low-skilled adults in the EU.

Towards a sustainable and competitive European aquaculture sector (A8-0186/2018 - Carlos Iturgaiz)

I voted in favour of this report. I believe that we need to find ways to help the EU aquaculture industry overcome the current challenges by turning it into a more sustainable and innovative industry. The excellent quality of EU seafood should constitute a major competitive advantage for EU aquaculture; however, EU aquaculture production is stagnating in contrast with strong growth in other regions of the world. The EU should take advantage of its know-how, expertise and its values – maintaining these while exporting them to third countries which wish to access the EU seafood market. Also, the future CFP should include measures and the necessary financial means (from the new European Maritime and Fisheries Fund (EMFF)) to accompany the sustainable development of a blooming EU aquaculture sector.

Mobilisation of the EU Solidarity Fund to provide assistance to Greece, Spain, France and Portugal (A8-0175/2018 - José Manuel Fernandes)

. ‒ I voted in favour of the Commission to mobilise the European Union Solidarity Fund (EUSF) to grant financial assistance relating to forest fires in Portugal and Spain, hurricanes in France and earthquakes in Greece. The EUSF aims to enable the Union to respond in a rapid, efficient and flexible manner to emergency situations and to show solidarity with the population of regions struck by disasters. This is the first mobilisation decision of 2018 and the total amount proposed complies with the annual celling provisions for EUSF of EUR 500 million.
