Mobilisation of the EU Solidarity Fund to provide assistance to Greece, Spain, France and Portugal (A8-0175/2018 - José Manuel Fernandes)

I voted in favour of the Commission to mobilise the European Union Solidarity Fund (EUSF) to grant financial assistance relating to forest fires in Portugal and Spain, hurricanes in France and earthquakes in Greece. The EUSF aims to enable the Union to respond in a rapid, efficient and flexible manner to emergency situations and to show solidarity with the population of regions struck by disasters. This is the first mobilisation decision of 2018 and the total amount proposed complies with the annual celling provisions for EUSF of EUR 500 million.

Protection against dumped and subsidised imports from countries not members of the EU (A8-0182/2018 - Christofer Fjellner)

I voted in favour of this Report which focuses on the reform of the two basic trade defence instruments, notably anti-dumping and anti-subsidy. Following extensive negotiations, the main legislative proposals will focus on improving the predictability for business, by informing them about any provisional anti-dumping or anti-subsidy measures two weeks before the duties are imposed and not apply provisional duties for this two weeks period. It will offer importers reimbursement of duties collected during an expiry review in case it concludes that there is no need to maintain the trade defence measures in place after 5 years. And will also introduce exceptions to the application of the principle of lesser duty rule, in particular in case of distortion in access to raw materials and subsidies.

Mobilisation of the European Globalisation Adjustment Fund: application EGF/2018/000 TA 2018 - Technical assistance at the initiative of the Commission (A8-0172/2018 - Eider Gardiazabal Rubial)

I voted in favour of the new Commission proposal for a decision on the mobilisation of the EGF.
It concerns the mobilisation of EUR 345 000 from the Fund, covering technical assistance for the Commission. The objective of the technical assistance is to finance monitoring and data gathering, information, to create a knowledge base interface and to advice Member States on using, following up and evaluating the EGF. According to Article 11(1) of the EGF Regulation, 0.5% of the annual maximum amount of the EGF (i.e. EUR 861 515 in 2018) can be made available each year for technical assistance at the initiative of the Commission.

Conformity of fisheries products with access criteria to the EU market (A8-0156/2018 - Linnéa Engström)

I voted in favour of this Report. The market for fish in the European Union is the largest in the world, absorbing a quarter of all imports. We imported 8.8 million tonnes of fisheries and aquaculture products in 2016, compared to EU production of 6.2 million tonnes. Our dependence on imports for almost 60% of the total supply has a clear impact on fisheries and trade policy in the EU. The EU market is discriminatory with respect to fish and the conditions that must be met in order to place fish on the market. The discrimination does not work in favour of the EU fishing sector and this Report goes into the specificities of the sector, such as Labour and trade aspects and market standards and makes recommendations.

The future of food and farming (A8-0178/2018 - Herbert Dorfmann)

I voted in favour of this Report which highlights the need for a smarter, fairer, simpler and more sustainable Common Agricultural Policy (CAP) post 2020. Any new model for implementing the CAP must maintain a level-playing field within the Single Market and respect the different competences within Member States and entail genuine simplification for farmers. It is necessary to establish a more efficient ways to ensure that the EU gives more targeted and fairer support togenuine farmers and young farmers. My Group also has a target to safeguard local food production in family farms all over Europe.

Interpretation and implementation of the Interinstitutional Agreement on Better Law-Making (A8-0170/2018 - Pavel Svoboda, Richard Corbett)

I voted in favour of this Report as I believe that the EU institutions - the European Parliament, the Council and the European Commission should work together and coordinate their views regarding the legislative process to make sure that EU citizens will in the end benefit from a modern legislation. In order to do so I believe that we need to more stakeholder involvement and better impact assessments in the initial parts of the legislative process.

Recommendation to the Council, the Commission and the Vice-President of the Commission/High Representative on Libya (A8-0159/2018 - Pier Antonio Panzeri)

I voted in favour of this Report. I believe that the EU should do its utmost to restore stability in Libya and continue in every way possible to achieve this at the earliest. The situation in Libya remains very complicated. Through this recommendation the EP provides guidance to the EEAS, the EC and the Council on how to proceed. The EU is assisting Libya's political transition towards a stable and functioning state. The EU provides assistance to Libya with the aim to restore effective governance and improving socio-economic conditions. It also provides assistance through partners on the ground, such as the International Organisation on Migration (IOM) and the United Nations High Commissioner for Refugees (UNHCR), the EU is stepping up its humanitarian assistance to respond to migration challenges in Libya. The EU is engaged in providing support to Libya through its Common Security and Defence Policy (CSDP) missions and operations.

Annual Report on the functioning of the Schengen area (A8-0160/2018 - Carlos Coelho)

The area of free movement is one of the greatest achievements of the European Union. The report aims to highlight the major shortcomings encountered in the implementation of the Schengen acquis. It brings forward the progress that has been made to remedy the situation but foremost it will point out the actions that the European institutions, the Agencies and the Member States should take. The report details the core findings from the different fields of the Schengen evaluation mechanism and the Vulnerability Assessment methodology which the European Parliament has deemed to be unacceptable and in need of further actions. The aim is to promote one of the core values of the whole Schengen evaluation mechanism, which is transparency between the European institutions and the Member States and their national Parliaments. The report also points out the need to develop the Schengen evaluation mechanism itself as well. I voted in favour of this Report.

Minimum standards on the rights, support and protection of victims of crime (A8-0168/2018 - Teresa Jiménez-Becerril Barrio, Angelika Mlinar)

I voted in favour of this Report which looks into measures Member States took in order to enable individuals to recognise their rights and obligations under Directive 2011/99/EU on the European Protection Order voted last month in Plenary. One of the key elements of the Directive is putting the victims at the centre of the criminal justice system and strengthening their rights, no matter where the offence took place, their nationality or residence status. This Directive is part of the so-called Victims package together with the Directive. The EU Member States had to implement the provisions of the Directive into their national laws by 16 November 2015, still 4 Member states did not.
