Main parliamentary activities 

Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Rapporteurs of such opinions are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs of the opinion. Rule 56, Rule 57, Annex VI

Lai veicinātu godīgu tirgus dalībnieku vidi, kas stimulē jauna intelektuālā īpašuma rašanos, kas ir nenoliedzami nozīmīgs sabiedrībai, tiešsaistes pakalpojumu sniedzējiem, kas izmanto cita intelektuālo īpašumu peļņas gūšanas nolūkos, būtu jākompensē tiesību īpašnieks, šajā gadījumā izdevēji, ar taisnīgu atlīdzību līdzīgi, kā tas pastāv desmitiem gadu garumā mūzikas blakustiesību jomā pasaulē. Tas neattiecas uz tiešsaistes enciklopēdijām, zināmu faktu atspoguļojumu vai datu lietošanu privātām vajadzībām. Tiešsaistes pakalpojumi, piemēram, ziņu apkopošanas pakalpojumi un meklētājprogrammas, arvien lielākos apjomos attīstījušas savu darbību, izmantojot peļņu no preses izdevēju satura. Tādējādi būtu jāveicina taisnīga atlīdzība žurnālistiem un izdevējiem. Tās neesamība šobrīd ierobežo un bremzē jauna sabiedrībai potenciāli svarīga satura rašanos.
Lai netiktu turpināta neatļauta cita tiesību īpašnieka intelektuālā īpašuma publicēšana tiešsaistes pakalpojumos, vajadzētu būt licences līgumam ar tiesību īpašniekiem, tādējādi veicot pienācīgus un samērīgus pasākumus, kā rezultātā to pakalpojumos kļūst nepieejami darbi, kas pārkāpj autortiesības vai blakustiesības, bet cita darbu pieejamība tiek saglabāta. Mans īpašs uzsvars balsojumā ir attiecināms uz MVU un jaunuzņēmumu darbību, lai potenciāliem satura pārbaudes rīkiem uzņēmumi varētu, pirmkārt, atļauties piekļūt, otrkārt, piekļuve būtu vienkārša. Nevar būt runa par interneta cenzūru.
