Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Reports - as shadow rapporteur 
Political groups designate a shadow rapporteur for each report in the responsible committee to follow progress and negotiate compromise texts with the rapporteur. Rule 215

Opinions - as rapporteur 
Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Les accords de pêche durable conclus par l’Union avec des pays tiers doivent apporter des avantages mutuels et se concentrer sur le renforcement de la souveraineté des pays tiers sur leur pêche, sur le développement des activités économiques connexes et sur la protection des ressources maritimes, des communautés et des pêcheurs. C’est en privilégiant ce type de développement, et non en épuisant les ressources, qu’il sera possible de lutter efficacement et équitablement contre la pêche INN.

EU-Comoros fisheries partnership agreement: denunciation (resolution) (A8-0055/2018 - João Ferreira) FR  
 

Les stocks exploitables de la zone économique exclusive (ZEE) des Comores, essentiellement de grands poissons pélagiques (thon et espadon), sont estimés à 33 000 tonnes par an, mais les captures annuelles des pêcheurs locaux s’élèvent à environ 16 000 tonnes. Les autres captures sont réalisées par des flottes industrielles étrangères, qui débarquent en dehors du pays. Le poisson est également traité en dehors des Comores, y compris les prises effectuées par la flotte locale.

Europass: framework for skills and qualifications (A8-0244/2017 - Thomas Mann, Svetoslav Hristov Malinov) FR  
 

Le nouveau cadre commun prévu par ce texte permet d’adapter les services Europass aux besoins et attentes des utilisateurs et des prestataires: les apprenants, les demandeurs d’emploi, les employeurs – notamment les petites et moyennes entreprises –, les établissements d’enseignement et de formation, les partenaires sociaux, les centres nationaux Europass et les autorités nationales compétentes. Les services Europass révisés utiliseraient et s’adapteraient également aux potentialités des systèmes numériques à venir.
Les objectifs fondamentaux sont le respect des diversités et des responsabilités, la simplification et l’efficacité. Il convient que tous les instruments soient conçus de manière appropriée et ne dépassent pas les limites d’Europass.
En règle générale, tant les obligations que les charges administratives et financières qui incombent aux États membres doivent être clairement prévisibles et équilibrées au regard des coûts et des avantages.
Il s'agit d'une matière qui me tient à cœur ayant été ministre et ce domaine était de mes compétences.
