Reports - as rapporteur 
A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Aquando da revisão do Regimento do Parlamento Europeu (PE), em janeiro deste ano, aqui denunciámos e repudiámos vivamente a tentativa de criar novos e gravosos obstáculos à formação de grupos políticos, com base num critério arbitrário e subjetivo de “afinidade política”. Identificámos tal tentativa como um passo mais na deterioração da democracia e do pluralismo no PE, valores que tanto a direita como a social-democracia afirmam, hipocritamente, defender. O que estava em causa neste voto era a interpretação da Comissão dos Assuntos Constitucionais do n.º 5 do artigo 32.º do Regimento do PE. Reafirmamos que a interpretação feita pela Comissão dos Assuntos Constitucionais representa um perigoso ataque à democracia e à liberdade de associação e de formação de grupos políticos no PE, onde prossegue a tentativa de "formatar" grupos políticos numa única visão considerada "aceitável". Votámos naturalmente contra.

Estamos perante um resultado das negociações interinstitucionais que não altera os problemas de fundo desta proposta.
Propusemos, uma vez mais, que fosse adotado o regime de gestão partilhada, sendo definidos e reservados pacotes nacionais cujo montante global não deveria ser inferior a 50% das dotações globais do Programa, prevendo uma distribuição equilibrada de recursos entre os Estados-Membros, tendo em vista a diminuição das desigualdades ao nível das capacidades e atividades de I&D nos domínios apoiados.
Porém, e uma vez mais, a nossa proposta foi chumbada e para isso contribuíram os votos contra de todos os deputados portugueses (BE, PS, PSD, CDS, MPT e Marinho e Pinto).

Programme implementing Horizon Europe (A8-0410/2018 - Christian Ehler) PT  
 

Estamos perante o resultado das negociações interinstitucionais relativas ao Programa “Horizonte Europa”, que na linha do “Horizonte 2020” e seus antecessores dispõe de objetivos e critérios de financiamento fundamentalmente orientados para os interesses económicos das principais potências europeias.
Este é um Programa desenhado para o “mercado”, a “competitividade” e para “as prioridades estratégicas da UE”, incluindo as “novas prioridades”, como a “defesa” e a “segurança”, bem assim como para o “apoio e execução das políticas da UE”. Tudo em detrimento de uma visão da investigação e desenvolvimento científicos e tecnológicos em prol do progresso da ciência e da sociedade, da resposta às grandes questões societais, do apoio às políticas públicas em vez da concentração de recursos nas multinacionais e nos ditos centros de “excelência”.
Este é um Programa totalmente alinhado com a cartilha liberal e com a visão de mercantilização da investigação e do conhecimento. Algumas alterações introduzidas pelo Parlamento Europeu à proposta da Comissão Europeia, mesmo que de sentido positivo, não alteram a natureza do Programa, que podia e devia ser diferente.
Uma vez mais, PSD, CDS, PS e BE votaram-no favoravelmente. Pela nossa parte, votámos contra.
