Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

A proposta de Lei da Inteligência Artificial foi apresentada pela Comissão Europeia a 21 de abril de 2022, com a ambição de fazer desta a primeira legislação do mundo a regular os usos deste tipo de tecnologias. Foi desenhada tendo sob uma abordagem baseada no risco, classificando e restringindo os usos dos sistemas de inteligência artificial de acordo com o seu impacto presumível para os direitos fundamentais, como a privacidade.
Embora a necessidade de regular os usos dos sistemas de inteligência artificial seja mais urgente do que nunca, os aspetos negativos do texto superam os positivos, e são abertas demasiadas exceções. Preocupam-nos particularmente o uso de sistemas de inteligência artificial para fins de identificação biométrica à distância, para a gestão e prevenção dos movimentos migratórios, e o policiamento preditivo. Além disso, as salvaguardas de proteção de direitos de autor são insuficientes.
O grupo parlamentar A Esquerda tentou melhorar estas disposições e aumentar as salvaguardas relativas a direitos de privacidade e ao respeito pelos direitos humanos, mas o texto final é insuficiente nesse sentido. Por este motivo, votámos contra.

Extending the list of EU crimes to hate speech and hate crime (A9-0377/2023 - Maite Pagazaurtundúa) PT

A 9 de dezembro de 2021, a Comissão Europeia propôs que os crimes de ódio e o discurso de ódio fossem incluídos na lista de crimes europeus, nos termos do artigo 83.º, n.º 1, do TFUE.
Com este relatório, o Parlamento Europeu pretende influenciar o Conselho, instando—o a adotar uma decisão sobre a inclusão dos crimes e do discurso de ódio na lista de crimes da UE, antes do final desta legislatura. Este relatório pede também à Comissão que considere uma abordagem abrangente, na qual a lista de bases para a discriminação não se limite a um conjunto fechado, de modo a combater de forma efetiva o discurso e os crimes de ódio motivados por dinâmicas sociais em evolução.
A delegação do Bloco de Esquerda no Parlamento Europeu fez um apelo semelhante no «relatório de implementação da estratégia europeia para a igualdade LGBTIQ 2020—2025», em que instou a Comissão e os Estados—Membros a definirem e criminalizarem o discurso de ódio, os crimes de ódio e a violência com base em todos os motivos de preconceito, real ou aparente, em matéria de orientação sexual, identidade de género, expressão de género e características sexuais.
Por estas razões, votámos a favor.

EU Action Plan: protecting and restoring marine ecosystems for sustainable and resilient fisheries (A9-0437/2023 - Niclas Herbst) PT

O relatório INI sobre a proteção dos oceanos, nomeadamente sobre o Plano de Ação da UE: proteger e restaurar ecossistemas marinhos para uma pesca sustentável e resiliente – a Comissão das Pescas elaborou um relatório muito conservador, tentando sabotar importantes medidas de proteção dos oceanos anunciadas pela Comissão Europeia, por exemplo impedir a utilização das técnicas de pesca mais destrutivas em áreas protegidas. Note—se que 70 % dos produtos do mar consumidos na Europa são importados e os pescadores europeus seguem algumas das regras mais rigorosas do mundo, que regem as suas atividades em todas as categorias e atividades de pesca, conferindo—lhes simultaneamente um papel exemplar e, acima de tudo, o papel de garantes das melhores práticas de pesca.
É incoerente e preocupante constatar a paralisia da Comissão Europeia no diálogo com os pescadores, enquanto defende a ação. Nenhuma ação será tomada sem os guardiões da relação entre o Homem e os oceanos, ou seja, os pescadores locais e a pequena pesca artesanal.
Por estes motivos, votámos contra.
