Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Reports adopted at committee level are then examined and voted on in plenary. Rule 55

Opinions - as rapporteur

Committees may draft an opinion to a report of the responsible committee covering the elements linked to their committee remit. Terorismul este finanțat în mare parte de banii spălați, care provin din activități de crimă organizată. Banii spălați sunt 3 și 4 trilioane de dolari anual. Băncile care nu fac tranzacții online, deci transparente, trebuie să rămână fără licențe.
Sursele terorismului sunt diverse. Pe lângă spălarea de bani, finanțările se fac prin donații prin intermediul asociațiilor nonprofit și strângeri de fonduri pe platforme online.
„Fără bani, jihadul moare”!
Este important ca unitățile de informații și analiză financiară să coopereze cu agențiile de informații și justiția, atât în interiorul statelor membre, cât și transfrontalier. La fel de importantă este investigarea documentelor publicate de jurnaliștii de investigație care au făcut descoperiri privind fraudele fiscale, spălarea de bani și corupția în milioane de documente, în Paradise și Panama Papers sau Laundromatul din Azerbaidjan.

Trebuie să oprim grupul criminal care a pus stăpânire peste o mare parte din finanțele lumii prin transferuri și mutări de bani și proprietăți invizibile pentru orice control.
În primul rând, trebuie să garantăm accesul public necondiționat la beneficiarii reali ai tuturor companiilor și trusturilor economice, de moștenire, de caritate, toate, pentru că orice „poartă lăsată deschisă” va duce la mutarea banilor murdari.
Trebuie să interzicem acțiunile la purtător, prin care companii, bani, proprietăți se mută dintr-o mână în alta, în mod invizibil, anonim și necontrolat.
Trebuie să excludem posibilitatea înființării unor societăți fictive de tip „cutie poștală”, care există numai pentru evaziunea fiscală și spălarea de bani.

Niciun stat membru nu poate face față singur la provocările de astăzi. Trebuie să vorbim cu o singură voce și să construim o Uniune a securității și a apărării.
Mă bucură că am făcut progrese în această direcție, de la adoptarea Strategiei globale pentru politica externă și de securitate a Uniunii, în iunie 2016. Dar mai avem pași importanți.
O strategie coerentă privind politicile de securitate și apărare înseamnă întărirea parteneriatului cu NATO, schimbul de informații în timp real, mobilizarea resurselor pe cercetare, training, coordonarea planurilor de apărare naționale și activarea imediată a Fondului european de apărare, pentru asigurarea unor operațiuni rapide și eficiente. Viața fiecărui cetățean european este o prioritate.
