Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. Face à l’instabilité mondiale, l’Union européenne doit s’affirmer comme une puissance de premier plan. Assurer l’autonomie stratégique de l’Union européenne est le garant de la sécurité de nos citoyens. Les enjeux sécuritaires ne peuvent être affrontés uniquement à l’échelle des États. Il est impératif d’unir nos forces afin de protéger notre intégrité territoriale. J’ai ainsi voté pour la création du Fonds européen de défense qui participe au renforcement de l’Europe de la défense. Cet outil vise à mettre en commun nos moyens pour limiter les duplications coûteuses. Le Fonds comporte deux volets, l’un visant à soutenir les projets européens de recherche en matière de défense et l’autre dont l’objectif est de renforcer nos capacités de défense. Cet instrument permettra de financer des projets européens innovants pour une industrie de défense plus compétitive. Avec un budget qui s’élève à 11,5 milliards d’euros pour la période 2021-2027, le Fonds européen de défense nous dote des moyens nécessaires au développement d’une capacité d’action autonome. Des investissements ambitieux permettront de développer ensemble une industrie de défense de pointe. J’ai ainsi voté pour ce texte

European Border and Coast Guard (A8-0076/2019 - Roberta Metsola) FR

Ce règlement vise à doter l’Agence européenne de garde-frontières et de garde-côtes de 5 000 agents en 2021 et 10 000 en 2027. La création d’un véritable corps européen de garde-frontières et de garde-côtes permettra une action coordonnée dans la gestion de nos frontières. Avec 5 000 agents permanents en 2021 et 10 000 agents en 2027 qui bénéficieront d’entrainements et d’équipements communs, l’Agence gagnera en efficacité. C’est un texte primordial pour assurer le contrôle de nos frontières et la sécurité des citoyens européens. La protection de nos frontières extérieures doit être renforcée. Nous avons ici une belle avancée dans ce domaine et nous devons continuer dans cette voie. J’ai voté en faveur de ce texte.

Visa Code (A8-0434/2018 - Juan Fernando López Aguilar) FR

J’ai voté aujourd’hui pour le nouveau code des visas qui facilitera l'obtention d'un visa pour les voyageurs légitimes en Europe. Le nombre de demandes de visas a augmenté de 50% ces dernières années, passant de 10,2 millions en 2009 à 15,2 millions en 2016. Une régulation stricte et harmonisée des visas au niveau européen s’impose. La politique des visas sera désormais directement liée à la politique migratoire. L’octroi de visas est en effet conditionné à l’état de la coopération des pays tiers en matière de réadmission des migrants irréguliers. La réciprocité est impérative ! Parmi les autres changements apportés se trouve l’augmentation des frais des visas de 60 à 80 euros avec une exemption pour les étudiants et les chercheurs. De même, les artistes reconnus et les sportifs de haut niveau bénéficieront facilement de visas à entrées multiples. J’ai ainsi voté pour ce rapport qui allie simplification et sécurité.
