. ‒ The EU has had a Fisheries Partnership Agreement with Comoros for 30 years, with ongoing protocols (though none since the end of 2016). The Agreement provides for termination in serious circumstances, such as the failure to comply with initiatives to combat illegal, unreported and unregulated (IUU) fishing.
In October 2015 Comoros was notified that there was the possibility of being identified as a non-cooperating third country for failure to exert adequate control of vessels registered under its flag, particularly in relation to IUU fishing.
It was identified as a non-cooperating third country in May 2017, listed as such in July 2017, and given a red card as it still had not taken adequate measures.
Although this report is in favour of denunciation, it recognises this can be reversed if measures are taken by Comoros to improve the state of affairs, and does not rule out future negotiation for an agreement or partnership.
Moreover, the report emphasises the need to keep engaged in dialogue with Comoros and promote investment and technical assistance.

Europass: Cadre pour les compétences et les certifications (A8-0244/2017 - Thomas Mann, Svetoslav Hristov Malinov)

Over twelve years, more than 100 million Europass CVs have been created online. Labour MEPs voted in favour of updating and promoting this tool. With a single online portal, both recruiters and applicants will have easy access to available information that can be useful for job searches, applications, recruitment, choice of education, training or career paths. To this end, the Europass online platform and tools should be more user-friendly and safer, available free of charge to all users, and accessible for persons with disabilities.

 

Programme «Europe créative» (2014 à 2020) (A8-0369/2017 - Silvia Costa)

The EUYO is the only organisation of its kind that brings together young people from all 28 EU Member States every year to work together culturally and artistically at the highest levels of excellence. Since its formation in 1976, following a proposal by the European Parliament, it has provided a route to employment for thousands of Europe’s young EU musicians and attracted a global reputation for excellence. Since 2016, the orchestra was in danger of being forced to shut down because of a lack of funds. The amended regulation aims at ensuring its financial survival until 2020, given its unique institutional nature and its history. However, it is important for the sustainability of the organisation that it diversifies its revenues and increases its visibility, and ensures full transparency in its selection process. We must also ensure that we use this opportunity to debate the role of arts and culture in order to develop Europe and provide funding in a stable and coherent manner in the future Creative Europe programme. I voted in favour of the proposed text, as I believe that it reflects this approach.

 

Assiette commune consolidée pour l'impôt sur les sociétés (ACCIS) (A8-0051/2018 - Alain Lamassoure)

In late 2016 the Commission put forward a major overhaul of the corporate taxation rules in a two-step approach, namely a proposal for the Common Corporate Tax Base (CCTB) and a proposal for the Common Consolidated Corporate Tax Base (CCCTB). At the same time, the Commission withdrew its 2011 CCCTB proposal blocked in the Council. The objective of this re-launched project is to strengthen the internal market by making it easier and cheaper for companies to operate cross-border in the EU, and also to counter practices of corporate aggressive tax planning and to increase corporate tax transparency in the EU. While the CCTB provides for a single set of rules for the calculation of the corporate tax base, the CCCTB introduces a consolidation element which would enable businesses to offset losses in one Member State against profits in another Member State.

 

Assiette commune pour l'impôt sur les sociétés (A8-0050/2018 - Paul Tang)

The way in which corporate income tax is calculated in Europe is outdated and no longer a match for the aggressive tax-planning practices of multinationals (MNEs). SMEs do not have this possibility and therefore the gap between taxes paid by MNEs and the share paid by SMEs has widened over recent decades. The EP has therefore been calling since 2015 for the establishment of an EU-wide common consolidated corporate tax base (CCCTB). The CCCTB comes with a tax proposal that does meet the criteria of the modern economy and levels the playing field between SMEs and MNEs.

. ‒ This report sets out Parliament’s position on the future of EU finances. I voted in favour of the report because it sets the right priorities by calling for more funds for programmes such as the research programme, the successor programme to Horizon 2020, the student exchange programme Erasmus+ and more funds to tackle youth unemployment.

I support this recommendation. The Research Fund for Coal and Steel (RFCS) is there to fund steel and coal research activities through low-risk financial investments. These research activities are numerous and include research into reducing CO2 emissions, better waste management and improving IT systems.

President, I voted in favour of this recommendation. The EU and New Zealand are close partners. This agreement fosters that partnership by providing for practical arrangements between the administrations, which secure global supply chains and facilitate the fight against customs fraud.

 

Stratégie européenne relative aux systèmes de transport intelligents cooperatifs (A8-0036/2018 - István Ujhelyi)

Over 25 500 people lost their lives on EU roads in 2016 and over 130 000 people were recorded as seriously injured. These shocking figures underline that targeted measures and new technologies with clear road safety benefits are urgently needed. We therefore welcome the communication by the European Commission as well as the report of the European Parliament, considering that the cooperation between intelligent systems has the potential to significantly improve road safety: it helps the driver to take the right decision and adapt to the traffic situation. We are of the opinion that policymakers should not merely focus their eyes on futuristic systems, but should also ensure the adoption of life-saving technologies that are available now or that are near-to-market, and that is why we are insisting that further legislative action should be taken at EU level if no significant progress is made by 2022.
