The World Wide Web is rapidly changing around us and legislators must take up the responsibility to regulate and protect creators and consumers of online content. Creators of content on the internet deserve adequate protections for their original ideas and art they upload and this proposal aimed to provide such protection. However, this report and the surrounding debate showed how divided both the public and the private sectors are on this issue, and the citizens deserve a proposal that is structurally sound and free of unintended consequences for consumers. I voted against this report asking Parliament to move the proposal to trilogues and instead now this proposal can and will be amended before the September session where a wider debate with all MEPs will take place. I believe strongly that any controversial proposal deserves a democratic and open discussion so that citizens and lawmakers can be sure that we as members of Parliament are enacting wholly beneficial legislation.

 

Sistema europeo di informazione e autorizzazione ai viaggi (ETIAS) (A8-0322/2017 - Kinga Gál)

The Schengen zone sees 400 million crossings each year of EU citizens and 200 million crossings of non-EU citizens. While the EU’s visa-free policy allows around 1.4 billion people in 60 countries worldwide to travel easily into the Union, there is a missing layer of information to track third party nationals who enter from one of the aforementioned 60 countries. As a result, the Commission proposed the creation of the ETIAS that will identify any risks associated with any visa-free traveller to the Schengen zone. I voted in favour of this report on the proposal because we need to maintain the EU’s reputation of being a tourist destination while taking measures to ensure the safety of all other tourists and citizens living and working in the EU. Similar systems are already in place in the USA, Australia and others and are a common sight. I believe the ETIAS necessary to strengthen border management and enhance internal security.

The human rights situation in Venezuela has deteriorated since 2014 and has seen inflation rise to, by the end of 2018, over 13 000%. The Venezuelan Government has refused to acknowledge its country’s plight on the international stage and, in many cases, the government is directly responsible for the crimes occurring in the country. Parliament recently completed an ad hoc mission to Venezuela to assess the situation on the ground and was deeply shocked and alarmed. I voted in favour of this motion for a resolution on the migration crisis and humanitarian situation in Venezuela because the influx of refugees to border countries like Colombia constitutes a crisis and because the Venezuelan Government must be held accountable for its crimes against humanity. The people of Venezuela are calling out for help and the international community must be alerted to their situation.

Because of recent events surrounding the migrant crisis in the European Union, some NGOs providing humanitarian assistance to migrants have had criminal action taken against them under the Facilitation Directive. Under the current directive, Member States are required to bring criminal proceedings against any instance of irregular or illegal entry into their waters and this is concerning. I voted in favour of this resolution to amend the directive to make NGOs and those providing humanitarian assistance immune from any prosecution to ensure that help can be freely provided to all migrants. Actors engaging in humanitarian assistance are providing support to national governments by making sure assistance is provided to those in need. The resolution also urges the Commission to adopt guidelines for states that specify which forms of facilitation will and will not be prosecuted.

 

Adeguatezza della protezione offerta dallo scudo UE-USA per la privacy (B8-0305/2018)

Almost two years ago, the EU and the USA officially adopted the Privacy Shield mechanisms designed to facilitate the transfer of personal data to a third country. However, the Commission recently found that the data protections outlined in the agreement were inadequate for EU citizens. Shortcomings included the protection falling short of what is required by Union law, suggesting that the data transfer between European companies and the US should be suspended until the US is in full compliance with the protection rules. I voted in favour of this resolution because I believe the US has not complied in good faith with this agreement and EU citizens deserve a higher level of protection for their personal data. Parliament is prepared to ask for permission for data transfer to be withdrawn completely if the US does not comply fully with the regulations.

. ‒ The Structural Reform Support Programme is designed to provide support to Member States for institutional, administrative and growth-enhancing reforms. This is a vitally important programme for states that require the financial benefit of this programme in order to implement their reforms. This report adds a textually short but politically important addition to the programme’s text about countries wishing to join the euro area, which I believe is important because some countries have fallen behind in progress made towards this goal in recent years. This structural support programme must remain open and available to all Member States and must include a provision that money given from this programme is done to help prepare said country for entry into the euro area.

. ‒ Armenia has been fighting for accession to the European Union for years and recently was given a path to accession by the Council. This proposed partnership agreement between the EU, Armenia and the European Atomic Energy Community, known as CEPA, was negotiated between 2015 and 2017 and had the full support of Armenia and the Commission. Armenia benefited economically from CEPA, due largely in part to 27% of Armenia’s exports going to the EU, making the EU their largest trading partner. Armenia, because of CEPA, has agreed to push policies for greater transparency and market access for EU products. I voted in favour of this resolution because I believe strongly that Armenia should be able to continue the process of further integrating with the EU and that the conclusion of CEPA shows that a partnership with Armenia can be a success.

The new comprehensive agreement between the European Union and Azerbaijan should advance the interests of the EU in the Western Balkans as well as promote its values such as rule of law and democracy. The EU is Azerbaijan’s largest export market, accounting for over 48% of its total trade, but since Azerbaijan is not a member of the TWO, tariff and non-tariff barriers hamper trade between the two entities. Azerbaijan has also made strides to reform its government and democracy in order to align itself with the EU’s values, however it still has a long way to go. This document recommends areas of cooperation including core values, commitment to conflict resolution, political dialogue, and trade. Any future agreement must ensure that fundamental freedoms are respected/

Mes turime užtikrinti, kad Europos Sąjungos bendra rinka kelių transporto sektoriuje būtų efektyvi, įmonėms būtų mažinama biurokratinė našta, o darbuotojams – užtikrintos tinkamos sąlygos bei sąžiningi atlyginimai.
Dėl to, po priimtų pakeitimų Europos Parlamento transporto komitete, aš remiu šią komandiruojamų darbuotojų direktyvą.
Norėčiau pabrėžti, man svarbu, kad yra pasiektas kompromisas, kuris atitinka mano šalies, Lietuvos vežėjų interesus, ir kad buvo padaryta išimtis netaikyti komandiruojamų nuostatų tarptautiniam transportui.
Tokiu būdu bus užtikrinta, kad nesukursime neproporcingos biurokratinės naštos mažiems vežėjams, mažoms ir vidutinėms bendrovėms, o tai leis ir toliau garantuoti laisvą prekių ir paslaugų judėjimą, taip stiprinant bendrą Europos Sąjungos vidaus rinką.

 

Il ruolo delle città nel quadro istituzionale dell'Unione (A8-0203/2018 - Kazimierz Michał Ujazdowski)

The role of cities has been recognised in the European Union ever since the Maastricht Treaty established the European Committee of the Regions in 1994. Cities are the closest level of governance to citizens and must be included in the policy-making process. I voted in favour of this report because while I believe that the Committee of the Regions provides an adequate platform for them to be involved in decisions, European cities play a large role in implementing EU policies, for instance on climate change and on cohesion, and thus deserve a greater role in the implementation of all relevant policies. The definition of a city can vary among Member States, but 70% of EU citizens live in areas classified as urban, putting cities at the forefront not only of policy implementation, but also of policy enforcement and assessment. This report recommends greater cooperation between the Council and member cities.
