. – While I can agree with a number of statements in the resolution on autonomous weapon systems, the resolution as a whole betrays a certain naiveté and is overly prescriptive. There are international precedents for banning categories of weapons, including the Chemical Weapons Convention, and the Ottawa Convention on banning anti-personnel landmines in which I was much involved. The difficulty is that rogue states and others, including terrorists and insurgents, will continue to develop and even use banned weapons. It is vital therefore that the Western democracies and their allies should have the necessary defensive capabilities and this requires a deep understanding of otherwise banned weapons. In the case of autonomous weapons, there is currently no agreed definition and many countries, including China and Russia, are already very actively developing capabilities in this field – some for defensive purposes but also offensive capabilities. It is right that an agreed international approach be negotiated and the forum for this is meeting of the states party to the Convention on Certain Conventional weapons in Geneva. But we should be aware of the limitations of any such agreement.

. – While the report on EU-US Relations expresses many sentiments with which I can agree, there is much that I cannot support – for example: the dangerous concept of Europe's "Strategic autonomy" (para 6); that it is the EU that is the US's most important partner (para 9); the inaccurate hype over the "European Defence Union" (para30); and criticisms of the US government over national decisions such as its nomination for CIA Director (para 39) drone policy (para 40) etc. I therefore ABSTAINED on the overall vote.


ES un NATO attiecības (A8-0188/2018 - Ioan Mircea Paşcu)


. – On behalf of the ECR, we wish to make it clear that we are firmly against the concept of an ‘EU Army’. The EU’s defence ambitions are likely to be detrimental to NATO and to create division in the transatlantic alliance. Nevertheless, with these important caveats, we supported the report because of our wish to signal the importance we attach to NATO and the fact that the report contains recognition of the need for the EU to ensure a close security and defence partnership with the UK after Brexit. It acknowledges that the UK will remain a lead contributor to European defence as both a NATO member and European nation, while no longer being a member of the EU.
It is also right that attention is given to the issue of mobility of allied forces across Europe. This is in order to ensure the rapid and efficient reinforcement of the continent from the UK, the United States, and Canada, and the ability to sustain operations. But the European contribution to defence burden-sharing is not improved by the creation of separate EU defence structures, by the exclusion of major third countries from EU defence industrial projects, or from pursuit of a dangerous ‘strategic autonomy’. This is all about European political integration, not defence, and is the central flaw in EU defence ambitions.

. – We supported this report to underline the importance we attach to cyber defence although the EU approach is distorted by its quest for ‘strategic autonomy’. The cyber threat covers many domains, including civil concerns, which may well require EU involvement. But clearly NATO is the international organisation with primary responsibility against the military cyber threat and has made rapid advances. While the EU has resources and aspirations, it is not clear where its particular responsibilities should rest and what the division of labour with other organisations should be in order to avoid duplication. Ultimately it is the member states that have the primary responsibility for their own defence. The UK, for example, is preeminent in Europe and more widely in terms of offensive and defensive cyber capabilities. Its National Cyber Security Centre will oversee some GBP 1.9 billion being invested in the next 5 years. Yet this expertise will be lost to the EU unless there is rapid agreement to a flexible and far reaching Security Treaty with the UK.
